MGN 71 (M+F) Amendment 1: Life saving appliances - musters, drills, on-board training and instructions, and decision support systems

Summary

This note and Annex provides guidance on the following items:

  1. Muster lists, the holding of musters and drills, and the provision of on-board training and instruction in the use of fire and life-saving appliances, and the provision of a Decision Support System to Masters of certain passenger ships.

  2. The provision of training manuals, and the crew requirements for survival craft and handling of launching arrangements.

  3. The closing of openings in the hull and in watertight bulkheads.

This amendment makes no change to policy content. Containing only an update to format and references.

Introduction/background

  1. 1. The statutory requirements primarily associated with the recommendations and guidance in the Annex to this Notice are prescribed in the following Regulations:

    1. (a) The Merchant Shipping (Musters Training and Decision Support Systems) Regulations 1999 (SI.1999 No.2722) which contains requirements in respect of muster lists, the holding of musters and drills and the provision of on-board training and instruction in the use of fire and lifesaving appliances, and the provision of a Decision Support System to Masters of certain ships.

    2. (b) The Merchant Shipping (Life-Saving Appliances and Arrangements) Regulations (SI 2020 No.0501), and the Merchant Shipping (Life-saving Appliances for Passenger Ships of Classes III to VI(A)) Regulations 1999 (SI.1999 No.2723), which contain requirements in respect of the provision of training manuals, and for the manning of survival craft and handling of launching arrangements.

    3. (c) The Merchant Shipping (Passenger Ship Construction: Ships of Classes I, II and II(A)) Regulations 1998 (SI.1998 No.2514) which contain requirements in respect of the closing of openings in the hull and in watertight bulkheads.

  2. 2. The purpose of this Note and its Annex is to draw attention to relevant requirements in the Regulations listed in paragraph 1 and to specify how such requirements should be met.
