Agenda item 1 - Welcome and introductions
1. The chair provided an update to everyone about his current position as chair of the MAC. Paul Regan thanked the chair for all his work. New joiner- Susannah Macpherson was welcomed as part of the secretariat.
Agenda item 2 - Home Office, MAC Secretariat and MAC updates
2. Paul Regan updated the MAC on Home Office business. The EU settlement scheme is going well, the scheme has received 2.5 million applications and 2.1 million decisions have been reached.
3. Toby Nutley provided an update, the Call for Evidence responses closed on 5th November following a productive engagement session. The software required for analysis has finally been approved although there are some issues with getting access to data that is require. MAC members were invited to comment about the stakeholder engagement.
Agenda item 3 – Annual accounts
4. Chris Haynes provided an overview to the MAC of the accounts of the past year.
Agenda item 4 – Call for Evidence
5. Anita Singh provided a verbal update of the descriptive statistics from the Call for Evidence responses received. A high-level overview was provided, the MAC lead will be receiving a written report by the end of the month.
6. Susannah Constable discussed the approach to analysing the qualitative responses for Call for Evidence responses.
Agenda item 5 – First look at the Oxford Economics Fiscal Impact estimates
7. Holly White led on discussing the findings from the Oxford Economics research on fiscal impacts with the MAC members.
Agenda item 6 – Rationale for Salary thresholds
8. Peter Gambrill presented a paper on behalf of Tom Blanchard about the history and role of salary thresholds.
Agenda item 7 - International PBS, historic UK experience and options for PBS
9. Fraser Cornwell provided a verbal overview of his work on looking at the various Points-Based systems and policies in other countries. Susannah Constable discussed some of findings from the Call for Evidence responses about people’s views of a Points-Based system.
Agenda item 8 - Gamma estimation
10. Professor Alan Manning discussed his analysis of the elasticity of substitution (gamma) and its relationship between wages and employment.
