Agenda item 1 – Welcome and introductions
1. Brian Bell opened the meeting, welcomed attendees, and congratulated Jill Manthorpe who was made CBE in the Queen’s Birthday Honours List 2022 for services to social care research and social work.
Agenda item 2 – Home Office, MAC Secretariat and MAC updates
2. Della Mcvay updated the committee and secretariat members on Home Office business, including a Department for Environment, Food and Rural Affairs (DEFRA) food strategy, the shortage occupation list (SOL) and the Ukraine sponsorship scheme.
3. Toby Nutley updated the committee on staffing changes within the secretariat and provided an update on appointing a 6th committee member. The final version of a report by Revealing Reality has been completed and will be published imminently.
4. Brian Bell gave a summary of his meeting with the new Scottish migration minister.
Agenda item 3 – SOL call for evidence (CfE) and indicators update
5. The secretariat presented a revised dashboard to the committee and highlighted recent changes made and where further changes were being made following testing with stakeholders. The committee commented on timelines and changes and discussed challenges on terminology.
Agenda item 4 – Annual report progression
6. The secretariat provided an update on a stand-alone research paper around salary progression and asked the committee for comments. The secretariat also updated on the data cleaning of the ASHE MWS dataset.
Agenda item 5 – SOL: Stakeholder engagement
7. The secretariat led a discussion around whether future stakeholder engagement should be in person or online. The secretariat and committee welcomed a hybrid approach; however, the general consensus was to continue with online engagement as it is more efficient.
Agenda item 6 – Annual report: length/focus/timings
8. The secretariat presented topics and an outline for the 2022 annual report, asking the committee to comment on report structure and weighting of sections and chapters.
Agenda item 7 – Annual report: geographic analysis
9. The secretariat shared a proposed structure for a geographical analysis section of the 2022 annual report, asking the committee to comment on the approach of using multiple geographic lenses, and if the committee were happy for this work to continue whilst awaiting 2021 census data.
Agenda item 8 – Annual report: labour market and immigration
10. The secretariat presented a chapter plan on labour market and immigration section of the annual report, asking for feedback on the length of the paper and comments on its overall narrative. Similarly, the secretariat asked if there were any sectors the committee would like the chapter to focus on.
Agenda item 9 – Annual report: Indeed analysis
11. The secretariat presented ideas on possible themes to explore using data from Indeed and asked for comments on how the committee and secretariat should collaborate with Indeed.
Agenda item 10 – Evaluation: fiscal analysis
12. The secretariat presented methodology and analysis on the fiscal impact of migrants in line with the MAC’s plans for an evaluation. The committee discussed the findings and commented on the plans for next steps with the analysis.
