Agenda item 1 – Welcome and introductions

1. Brian Bell opened the meeting and welcomed the social care expert panel.

Agenda item 2 – Social care Home Office update

2. Della McVay had no further updates from the Home Office regarding the implementation of the MAC’s social care recommendations in the annual report.

Agenda item 3 – Social care draft chapters

3. The Secretariat asked the Committee and social care expert panel for comments on the latest draft of each chapter of the social care report, presenting the introduction and first 3 chapters in turn.

4. The Committee and social care expert panel suggested some amendments to the content within each of the chapters, including to the report’s recommendations.

Agenda item 4 – Social care timelines and next steps

5. The Secretariat provided an update and sought agreement from the committee on the proposed timeline for the publication of the social care report.

6. The Committee and social care expert panel agreed to meet again prior to publication to review the report’s recommendations in their totality. The date for this meeting and the social care expert’s peer review meeting will be determined via correspondence.

Agenda item 5 – Social care expert panel departure

7. Brian Bell thanked the social care expert panel for their contributions to the social care commission, as this was the last committee meeting they will be attending.

Agenda item 6 – Home Office, MAC Secretariat and MAC Updates, plus minutes from previous meeting

8. Della McVay provided an update on Home Office business, including the Ukrainian family scheme, the Homes for Ukraine scheme and sanctions on Russia. The impact these items are having on capacity and milestones was also discussed.

9. Toby Nutley provided an update on Secretariat business. Toby updated the Committee on the prospects of adding a 6th Committee member, as well as the publication of in-house research on skills shortages and employers of migrant workers. Toby also spoke about Home Office Analysis and Insight’s project to match visa and HMRC data and proposed moving future hybrid committee meetings back to an 11am start and including a 30-minute lunch break to allow for travel time.

10. Brian Bell asked for comments on minutes from the last meeting however there were none.

Agenda item 7 – SOL indicators

11. The Secretariat presented options for methodologies to be used in the next SOL review and asked the committee for guidance on which options to progress.

12. The Committee agreed on a combination of two of the proposed options to maintain consistency with previous methodologies while making the information easier for stakeholders to engage with. Further technical questions are to be picked up via correspondence before the next Committee meeting.

Agenda item 8 – Devolved nations briefing

13. The Secretariat asked for feedback on the scope, content and frequency of proposed briefings on the devolved nations.

14. The Committee confirmed that they were happy with the frequency and content of the proposal and noted that spatial analysis should also play a role in the MAC’s annual report.

Agenda item 9 – ICT thresholds

15. The Secretariat presented options for possible adjustments to salary thresholds in the ICT report to correct previous errors in analysis (where weighting had been omitted from some calculations) and asked the Committee to agree which to use to update the thresholds.

16. The Committee agreed on an approach to updating the thresholds in the report.

Agenda item 10 - AOB

17. No other business was raised. Toby Nutley closed the meeting at 12:40 as Brian Bell had to leave promptly at 12:30.
