This non-statutory guidance accompanies the Strikes (Minimum Service Levels: Passenger Railway Services) Regulations 2023.

It is intended for use by employers and trade unions whose employees or members work to deliver minimum levels of services (MSL), specified in the regulations, during strikes. It sets out:

  • the background to the regulations
  • the scope of services covered by the regulations
  • a practical explanation of the MSL
