Nordicity was commissioned by the Department of Culture, Media and Sport to model three alternative system of wayleaves to that already in place.

They were the regime proposed by the Law Commission in its review of the Electronic Communications Code, a system based upon that employed in the energy sector and a regime similar to that found in the water industry. The net impacts for each for investment costs, consumer prices and GDP were estimated over a 15 years period.
