This report was commissioned to understand the motivations which affect decisions by suitably qualified individuals to apply or not for salaried judicial office.

This work will support the development of options to improve application rates and thus reduce the recruitment shortfalls which affect certain salaried posts. The objectives of the research are:

  • To assess fee-paid judges’ incentives and disincentives to apply for salaried office, and to compare them with the motivations of recently appointed salaried judges
  • To compare incentives and disincentives across different judicial positions
  • To weigh the importance of different factors relative to each other

The research was carried out by Dr. Sophie Turenne at the University of Cambridge and comprised 61 semi-structured qualitative and online interviews with fee-paid and recently appointed salaried judges.
