Commitment 1 The Government of Jordan, via the Ministry of Social Development and the Higher Council for the Rights of Persons with Disabilities, in co-ordination with the ministries of education and health and others pledges to end the existence of institutions by 2027, and work within a road-map that sees the eventual transformation of its service-delivery into one that promotes inclusive services and independent living for people with disabilities within their biological or foster families – in an environment that fosters acceptance of difference
Commitment 2: According to article (40) for the Law on the Rights of Persons with Disabilities, the Media Commission, Association of Journalists, the Jordan Radio and Television Corporation, official and unofficial media and press corporations will include into their media strategies approaches that will promote the rights of persons with disabilities and will develop and invest in guidelines for good practice [Article 8, CRPD].
Timeframe and/or implementation plan (75 words limit)
Commitment 1: In article 27 of the Law on the Rights of Persons with Disabilities No 20 for the Year 2017, there is a clear stipulation for the Ministry of Social Development and HCD in co-ordination with the Ministry of Education, ministries of health and labour (and others) to develop a national action plan that constitutes inclusive alternatives to institutions and promotes the delivery of inclusive services and independent living for people with disabilities by 2027
Commitment 2: The entities concerned will adopt policies for editing language and terminology that will uphold non-discrimination and full respect for persons with disabilities and their inherent dignity. The commitment also includes delivering training to journalists and others working in the media sector on mechanisms for positive portrayals on issues related to persons with disabilities in order to ensure awareness of their rights and to eliminate the prevalent social stereotypical perceptions of such persons. These entities will also strengthen the capacities of persons with disabilities and their organizations in the field of public media and communication to raise awareness of their rights and issues and change the widespread negative attitudes towards disability.

Children’s rights to inclusive education is supported by policy and regulations. Inclusive education is fully integrated into national and sectoral planning and budgeting. Collaborative efforts are made between ministries, schools, Disabled Persons Organisations and families to enhance inclusive education policies, services, and planning.

The Education Law No. 3/ 1994 will be amended in 2019 to reflect the right and access to appropriate education for all vulnerable and excluded children. In collaboration with the Higher Council for the Rights of Persons with Disabilities, other Ministries, schools, special education schools, DPOs, community organisations and families, the Ministry of Education will launch a 10 year inclusive education plan by end of 2018
By 2025, the Ministry of Education will update school council regulations to include representation from the community in general and DPOs, and community organisations in particular
By 2025, all schools will work actively through school councils with the local community to support school development including inclusive education

The quality of the education system is improved to deliver inclusive education

Teacher training (pre-service and in-service) will be updated to include a component on inclusive education so that by 2025, all new teachers will have had training on inclusive education and its requirements
School curriculum and assessment processes are updated and inclusive and acknowledge the diverse learning needs of all children including those with disabilities, and the development of a comprehensive screening system to diagnose students with disabilities in line with article (19) of the Law on the Rights of People with Disabilities No. 20/ 2017 In line with article (20) of the Law No. 20/ 2017, by 2027 all relevant personnel seeking employment will have to pass the training requirements developed by the Ministry of Education and the Higher Council for the Rights of Persons with Disabilities in order to work in special education

In line with articles 18 and 19 of the Law on the Rights of Persons with Disabilities, all education facilities will be accessible to children with disabilities, and communities are aware and responsive to the rights of children and the benefits of inclusive education to the society

By 2025, the Ministry of Education will increase the enrolment rate of students with disabilities from 5% to at least 10% through establishing 300 new inclusive schools, and renovating 420 schools (1/2 girls’ schools) with accessible facilities, in line with the access requirements of the Jordanian Building Code Requirements for Persons with Disabilities.
The Ministry of Education will collaborate with other Ministries and interested stakeholders including the private sector, to develop a transportation plan that supports the most vulnerable to access the public education system, in line with the national 10-year inclusive education and accessibility plans.

By 2022, the Ministry of Education will roll out a national socioemotional learning program to be implemented in public schools, with a special emphasis on schools with Jordanian and Syrian students. The MoE will ensure equal access to services for all children regardless of their nationality (including Syrians).

Representation and empowerment of persons with disabilities Article 29 the Law on the Rights of Persons with Disabilities, the GoJ is committed to include measures guaranteeing the inclusion of persons with disabilities the components, activities, and programs of strategies and plans for poverty alleviation and welfare of families, children, women, the elderly, and juveniles. According to the Article (4) of the Law on the Rights of Persons with Disabilities, the GoJ is committed to the participation of persons with disabilities and their organizations in policymaking, drawing up plans, programs, and decision-making operations related to them. As stated in the same article, the GoJ is committed to the inclusion of the rights and issues of persons with disabilities into national policies, strategies, plans, and programs as well as the state budget.
