Article 16 of the Constitution of the Kyrgyz Republic, Article 2 of the Law of the Kyrgyz Republic “On the Rights and Guarantees of People with disabilities” legally ensure the norms of equality and non-discrimination. In 2011, the Kyrgyz Republic acceded to a Convention on the Rights of Persons with Disabilities (CRPD)., expressing the country’s intention to do everything to express its consent to be bound in the future. Today, at the level of the Kyrgyz Government, a decision has been prepared to ratify the Convention on the Rights of Persons with Disabilities. In this regard, measures will be taken to eliminate stigma and discrimination, by improving the norms of legislation and policy.

The Government will continue to work to expand the rights and economic opportunities of people with disabilities. The state support for people with disabilities will be improved, by increasing the amount of social payments, developing the social services market, creating conditions for getting education and training, employment, social services, etc. Limitations that hamper the life of people with disabilities and mechanisms for their elimination will be identified

Since the accession of the Kyrgyz Republic to the Convention, the Government of the Kyrgyz Republic has developed and implemented a number of policy documents to support the people with disabilities taking into account the norms of the Convention. Within the framework of the commitments undertaken in the Kyrgyz Republic, it is planned to gradually change the approaches to identifying and solving disability problems in accordance with the standards and norms of the WHO, which will allow people with disabilities to fully participate and contribute to all aspects of society. New technologies will be introduced to produce special needs vehicles for people with disabilities , services on remote sign language translation and etc.

Within the framework of the Global Sustainable Development Goals by 2030, the Government, with the support of UNICEF, will conduct a multi-indicator cluster survey (MICS) to track progress in ensuring the well-being of children and women, including people with disabilities (September-November 2018). The study will cover children (2-17 years) and women (15-49 years). Also, a short list of questions from the Washington Group on Disability Statistics will be used in the population census of the KR (2020). On the basis of the reliable data obtained, a set of measures will be developed and implemented to improve the situation of the people with disabilities
