Letter introducing the report of an independent working group, established on behalf of the National Quality Board following the recommendations of the Francis Inquiry, which recommends the adoption, by April 2011, of a methodology for a national mortality ratio for use across the NHS, to be known as the Summary Hospital-level Mortality Indicator (SHMI).
