            Lord Taylor of Holbeach introduces the annual report with the following statement.
  It is with great pleasure that I write this foreword as the new minister responsible for the National DNA Database. The coalition government is committed to protecting the privacy and human rights of British citizens, while maintaining  an effective and powerful DNA database that protects the  public and reduces crime.
  The excesses of the previous DNA retention regime had to be reined in. A system by which  a child, arrested as a result of a misunderstanding or misidentification and later found to have been completely innocent of any involvement in any crime, would still have  their DNA retained for the rest of their life has to be wrong.
