Nigeria: CSSF invites proposals for Women, Peace and Security Programme

Nigeria is one of nine focus countries in the current UK National Action Plan (NAP) on Women, Peace and Security (WPS) and the UK partner for the G7 WPS Partnership Initiative.
A September 2019 evaluation highlighted current gaps in how the Conflict Security and Stability Fund (CSSF) funded UK interventions in Nigeria were articulating and integrating WPS objectives into programmes. CSSF Nigeria commissioned a 2020 WPS Scoping Study to:
- better understand the key issues and challenges around gender equality in Nigeria
- map existing HMG Nigeria contributions to the UK NAP Strategic Outcomes
- identify opportunities to further contribute to WPS objectives across Her Majesty’s Government’s (HMG’s) development, diplomatic and defence work in Nigeria.
Following spikes in the rates of Sexual and Gender-Based Violence (SGBV) across Nigeria, a Violence Against Women and Girls (VAWG) Helpdesk Query was also initiated to establish further evidence on the gender differential risks and impacts due to the current COVID-19 pandemic; the likely implications on security and stability in Nigeria and entry points for a standalone WPS programme to reinforce WPS mainstreaming within the wider HMG COVID-19 response.
Based on the recommendations of the Scoping Study and the VAWG Helpdesk Query, CSSF Nigeria has now completed the design of a standalone three-year WPS programme which aims to protect and promote women’s rights, contribute to the conditions for peace and security through ensuring that diverse women’s voices and perspectives influence peace, security and COVID-19-related decision-making in Nigeria, and supporting the Nigerian Government to strengthen and implement their WPS Agenda.
The objective of these Terms of Reference is to provide short-term technical expertise to the CSSF Nigeria team at different levels and directly to the Standalone WPS Programme for the year 2020 to 2021.
The technical support will cover technical quality assurance, specialist advice on VAWG prevention best practices, and support to the x-HMG WPS working group to ensure all strands in the programme are integrated and cohere with wider WPS policy, learning and evidence.
