This ministerial direction is made by the Secretary of State for Business, Energy and Industrial Strategy (BEIS) under sections 7(3)(a) and 107 of the Electricity Act 1989, pursuant to standard condition 59 of the electricity supply licence. The Direction sets out the legal requirements for domestic electricity suppliers to provide a Non-Domestic Alternative Fuel Payment (ND AFP) to each of their eligible customers.
The ministerial direction also contains requirements that suppliers submit to reporting and auditing requirements, refund any overpayments; and establishes the terms on which the government will pay to non-domestic electricity suppliers the funds that the supplier must provide to their eligible customers.
