NTE 2022/28: New general trade licence Russia sanctions - fertilisers

Introduction
The Export Control Joint Unit (ECJU) has published the General trade licence Russia sanctions – financial services and funds related to fertilisers. The licence permits the provision of certain financial services and funds otherwise prohibited under regulations 28(1)(b), 28(1)(c), 28(2), 46Z1(1)(b), 46Z1(1)(c) and 46Z1(2) of the Russia (Sanction) (EU Exit) Regulations 2019 (the “Regulations”).
The general licence permits the provision of financial services and making funds available to a person connected with Russia for the supply or delivery of specified fertiliser goods from Russia to a third country, and making specified fertiliser goods available from Russia to a person in a third country, where they are intended for agricultural use only.

The specified fertiliser goods are listed within the licence.
The licence comes into force on 9 November 2022. Subject to being able to comply with the conditions of the licence, any person seeking to rely on the licence must register online via SPIRE within 30 days of their first use of the licence.
