NTE 2023/11: General Trade Licence Syria Sanctions revised

The Export Control Joint Unit has issued a revised General Trade Licence (Syria Sanctions - Earthquake Relief Efforts in Syria). The revised General Trade Licence replaces the General Trade Licence issued on 15 February 2023, which was due to expire on 31 August 2023. The revised licence is identical to the previous licence, with the exception that it will remain in force until it is revoked.

The General Trade Licence facilitates earthquake relief in Syria. It permits the acquisition, supply or delivery of petroleum products and provision of related financial services or funds under regulations 37(1), 38(1) and 40(1)(b) and (c) of The Syria (Sanctions) (EU Exit) Regulations 2019.

Following advice from the Foreign, Commonwealth and Development Office, we have reassessed the licence in light of the continued requirement for earthquake relief efforts in Syria and Turkey.

The revised licence removes the expiry date to provide sufficient clarity for humanitarian partners to continue procurements and operations for the effective delivery of earthquake relief efforts in Syria and Turkey. This ensures that UK sanctions are not an impediment to earthquake relief efforts, and ensure the Syrian population are not negatively impacted by unintended consequences of sanctions.

The previous version of the licence dated 15 February 2023 has now been revoked. If you have registered to use the previous version of the licence, you do not need to re-register for the revised version.
