Introduction

This guidance note is to provide those engaged or involved in the sale and brokering of second-hand vessels to third countries with further information and tools to counter current and emerging trends related to Russian sanctions evasion.

This Russia sanctions – Sales of oil tankers to third countries guidance reflects the government’s commitment to work with the maritime sector to prevent sanctions evasion in the context of the sale of vessels to third countries.

The notice identifies relevant provisions of UK sanctions prohibitions which capture brokering and other ancillary services related to the sale of oil tankers and other vessels to Russia. It also aims to consolidate industry awareness of potential risks and common deceptive practices which may undermine the objectives of these sanctions. This aims to support businesses in tailoring due diligence and sanctions compliance policies and procedures.
