NTE: impact of the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) on Certificates of Free Sale (CFS) for cosmetic products

The UK’s accession to CPTPP entered into force on 15 December 2024 with the following 8 members who have now ratified the UK’s accession to CPTPP:
- Brunei
- Chile
- Japan
- Malaysia
- New Zealand
- Peru
- Singapore
- Vietnam
It entered into force with Australia on 24 December 2024.
Canada and Mexico have yet to ratify the UK’s accession to CPTPP, so all exports and imports to those countries will still be subject to pre-CPTPP rules and will not change until they ratify the UK’s accession.
Following entry into force of the UK’s accession with those members notified above, Certificates of Free Sale (CFS) for cosmetic products cannot be required as a condition to market, distribute or sell the product in another CPTPP member’s country. This means that from 15 December 2024, you no longer need to present a CFS for cosmetic products to the authorities in:
- Brunei
- Chile
- Japan
- Malaysia
- New Zealand
- Peru
- Singapore
- Vietnam
This applies in Australia from 24 December 2024.
It will only apply in Canada and Mexico once they have ratified the UK’s accession. Following the ratification of the UK’s accession in Canada and Mexico, further notification will be published.
