Import of Frozen Beef and Veal Quota (GATT) under Statutory Instrument 2020 No. 1432

Quantity available

The quantity available under this quota is 8,039,390 kgs of frozen beef and veal (expressed as boneless meat), falling within CN codes 0202 and 0206 2991, which must be frozen with an internal temperature of -12°C or lower. The Common Customs Tariff duty applicable to this quota is 20% ad valorem.

For the purposes of this quota, 100 kg of bone-in meat equates to 77 kg of boneless meat.

The quota will be managed by issuing import licences.

Proof of trade

If this is your first application of the quota year you must provide evidence to show that you have imported at least 25 tonnes of frozen beef during the 12 month period 1 April 2022 to 31 March 2023.

Proof of trade can be submitted on a spreadsheet detailing the following:

  • entry number;
  • date of entry;
  • CN code of the product imported;
  • quantity imported;
  • licence number (if applicable)

In addition to the above you must be established, and registered for VAT, in the UK.

Reference quantity

Your application will be subject to a reference quantity which will determine how much quota you can apply for within the quota year. Imports under the CN codes 02010000, 02020000, 02061095 and 02062991 can count towards your reference quantity. Imports must have taken place within the 12 month period 1 April 2022 to 31 March 2023.

Proof of reference quantity can be provided in the same way as Proof of trade above. We will check the details provided against information provided by HMRC.

Licence applications

You may submit your application for a licence between 1 January 2024 and 5pm on 5 January 2024.

It is your responsibility to ensure that your application and all supporting documentation is correct at the time of submission.

Note: We will reject any applications, securities or proof of trade received after 5pm on 5 January.

Your application must include:

  • In box 8, the country of origin;
  • In box 15, the full description, covering both CN codes in the group;
  • In box 16, one of the following groups of CN codes ‘0202 1000, 0202 20’ for bone in beef, or ‘0202 30, 0206 2991’ for boneless beef;
  • In box 20, ‘frozen meat of bovine animals – Statutory Instrument No. 2020 No. 1432, and ‘order number 05.4003’.

Licence security

Your licence application must be accompanied by a security of £60 per tonne.

Licence validity

Your licence will be valid from 1 February 2024 until 30 June 2024.
