Notice to Traders 66/23 - Imports of Rice under Statutory Instrument 2020 No. 1432

Introduction

This notice is to inform you of the next round of Rice quotas for the period of 1 September 2023 to 31 December 2023. The quotas and the quantities available are detailed in Annex 1 of this notice.

Proof of Trade

If this is your first application of the quota year you must provide evidence to prove that you have imported at least 25 tonnes of rice during:

  • the 12-month period ending two months before the first application can be submitted for the 2023 quota year (17 September 2021 to 16 September 2022); and
  • the 12-month period immediately before that (17 September 2020 to 16 September 2021).

Proof of trade can be submitted on a spreadsheet detailing the following:

  • the entry number;
  • the date of entry;
  • the CN code of the product imported; and
  • the quantity imported;
  • the licence number (if applicable).

You must also be established, and registered for VAT, in the UK.

Licence applications

You may submit your application between 1 August 2023 and 5pm on 7 August 2023.

It is your responsibility to ensure that your application and all supporting documentation is correct at the time of submission.

Note: We will reject any applications, securities or proof of trade received after 5pm on 7 August 2023.

You must submit your licence applications using an AGRIM import licence application form. We advise you to use the latest version of the application form. You can submit your licence application by either post or email. The email address for licence applications is trader@rpa.gov.uk .

Your application must include:

  • in box 20, Statutory Instrument 2020 No. 1432’ and the relevant Quota Order number.

Licence security

Your licence application must be accompanied by a security, as follows:

  • £40 per tonne for applications under CN codes 1006 30;
  • £40 per tonne for applications under CN codes 1006 20;
  • £5 per tonne for applications under CN codes 1006 4000.

Licence validity

Your licence will be valid from 1 September 2023 until 31 December 2023.

Using Licences

When making your import entry to HMRC, you must state whether your rice is in packages of:

  • 5 kg or less; or
  • Over 5 kg.
