The role:

Reporting to the NDA’s Head of Group Cyber Services the Group Cyber Services Business Manager is responsible for running the Group Industrial Cyber Centre Cyber Services Business Management Office services for the NDA Group.  The role holder works with personnel across the group to drive beneficial value for money and benefits realisation.

As a group role, the postholder will work collaboratively with all of the operating companies and their Information and Security teams. The role holder plays a key part in ensuring the cyber services available use a common group-wide approach to enable operational effectiveness, whilst optimising value for money and collaborative working.

Accountabilities:

  • Lead the GICC Cyber Services Business Management Office to drive strategic initiatives and contribute to ensuring operational excellence across GICC Cyber Services. Manage and cultivate a high-performing team, investing the time to ensure efficient team utilisation and productivity.

  • Accountable for high quality service support functions including GICC single point of contact/processing of service requests within SLA etc.

  • Develop and implement project management methodologies, frameworks, standards, baselines and templates tailored to each GICC Cyber Service offering to enhance performance & efficiency.

  • Monitor, control and support service delivery, ensuring tools are in place so service delivery managers can deliver services (vendor assessment, performance pack templates etc).

  • Work with service managers to ensure quality of service and performance; ensuring future demand from growth and projects is understood and factored into capacity plans.

  • Oversee the planning, execution and monitoring of GICC workstreams to ensure alignment with organisational goals.

  • Monitor workstream timelines, budgets and resources to ensure they are delivered on time and to budget. Collaborate with PM’s and finance teams to ensure alignment between workstream budgets and actual expenditure. Conduct cost reviews/analysis to identify discrepancies, inefficiencies and areas for cost optimisation.

  • Collaborate with Head of GICC Cyber services to define and execute business objectives, priorities and KPI’s.

  • Collaborate with cross-functional teams to help define project scope, objectives and deliverables and help drive continuous improvement.

  • Collaborate with GICC Cyber services to both identify and collate benefits to be realised across GICC Services and provide evidence and assurance of efficiencies realised.

  • Produce the GICC financial annual operating plan /budget estimates, assessing different financial scenarios.

  • Produce Spending review information to support the continuation of funding for BAU, and compilation/integration of Cyber spend across the Group to conduct benchmarking exercises to maximise efficiencies.

  • Mentor & coach PM’s and BMO team members to enhance project management skills, enhancing skills, capabilities, and professional growth.

  • Provide regular reporting to the Head of Cyber Services in relation to activities, progress and performance.

  • Monitor Workstream progress, performance metrics, to identify trends, opportunities and areas for improvement. Advise and collate GICC Cyber Services Risks, Assumptions, dependencies including mitigations and issues.

  • Conduct cost reviews to identify discrepancies, inefficiencies and provide guidance on cost saving opportunities.

  • Establish and maintain relationships with stakeholders such as suppliers, finance and internal audit to support cost assurance activities.

  • Management and record keeping for UK government-issued cryptographic material in the role of Cryptographic Custodian for NDA Group.

  • Management, record keeping for ROSA Accounts across the NDA Group. Provide PAM training for new ROSA users across NDA Group.

  • Responsible for efficient preparation, management, and storage of GICC Cyber Services Management information. Provide regular and accurate management reporting on Service Delivery performance.

  • Exploit opportunities for introducing more effective and efficient business and operational processes.

  • Facilitate and drive collaboration across the NDA group on matters relating to finance, planning etc and lessons learned.

  • Effectively recruit, manage, coach, develop and mentor the Service support team.

  • Responsible for internal and third-party service reviews, covering performance, service improvements, quality and processes.

  • Collaborate with internal and third-party teams to ensure actions/lessons learned are identified, collated and distributed to protect and improve services.

  • Supporting less experienced practitioners, contractors and service providers.

Knowledge, skills and experience required:

  • Shares and demonstrates the NDA values of, respect, openness, collaboration, performance and creativity.
  • Applying service strategy and Business Management Office principles within a complex environment.
  • Experience leading internal workshops and communities of practice
  • Understanding and apply application of standard frameworks such as Project controls etc.
  • Have demonstrable commitment to maintain their information and cyber security competence and awareness.
  • Finance qualification or relevant experience.
  • APM PMQ or relevant experience.
  • Experience of working in a highly regulated, legislative environment Legislation with  regulations and standards.

Other knowledge, skills and experience required:

  • Line Management experience.
  • Awareness of the NIST Cyber Security Framework standard, NCSC Assurance requirements and NDA/ONR requirements.
  • To hold, or be able to hold DV security clearance.
