Numbers who have taken 10, 15 and 20 attempts to pass their car practical and theory driving test between 2007 and 2013

1. Request
I’d like to know the number of people who have:
- taken more than 10 attempts to pass their car practical driving test between 2007/8 to 2012/13,
- who have taken more than 15 attempts to pass their car practical test between 2007/8 to 2012/13,
- who have taken more than 20 attempts to pass their car practical test 2007/8 to 2012/13 at test centres in Birmingham - I believe these are Kings Heath, Kingstanding, Shirley, South Yardley, Sutton Coldfield, and Garretts Green. Could you give me the data for tests conducted and passed (similar to a previous FOI you answered elsewhere in the country)
- could I also have the same data for theory tests in the city
2. Response
Our records show that 863 candidates have taken 11 to 15 attempts to pass their car practical test, 105 candidates have taken 16 to 20 attempts and 23 candidates have attempted to pass their practical test more than 21 times. These figures are based on all attempts to pass a practical test since 2004 and where their last attempt was conducted at the above named centres.
As confirmed by you, for theory tests, we have considered attempts where the last attempt took place at Birmingham or Sutton Coldfield theory test centres. Our records show that 780 candidates have taken 10 to 14 attempts to pass their car theory test, 165 candidates have taken 15 to 19 attempts and 70 candidates have attempted to pass their practical test more than 20 times. These figures are based on all attempts to pass a theory test since 2004.
