Europe International Programme

1. Overview
The overall aim of the Europe International Programme is to support British Missions in Europe to deliver against country business plans, to pursue diplomatic goals in European capitals and support HMG engagement and influence in Europe following EU exit.
2. Objectives on Europe
The objective of the FCDO Europe International Programme is to deepen our bilateral relations and promote UK interests in Europe.
As well as funding projects that support specific policy outcomes, the Europe International Programme helps Posts gain access to key stakeholders, influence opinion, and create networks that open opportunities for further engagement, complementing traditional diplomatic activity and initiatives.
3. Official Development Assistance (ODA) and Europe International Programme
FCDO Europe International Programme is entirely non-ODA funded in FY2021 to 2022.
4. Europe Project Objectives for FY 2021 to 2022
The Europe International Programme aims to strengthen frontline diplomacy in Europe through engagement events and campaigns planned on priority areas within Posts’ individual country bilateral strategies.
The programme’s policy objectives for financial year 2021 to 2022 aim to promote bilateral cooperation on shared priorities such as climate, Covid-19 recovery, development, open societies, security and prosperity.
5. Europe International Programme during FY 2020 to 2021
In financial year 2020-2021, the Europe International Programme had a non-ODA budget of £2.3m and an ODA budget of £0.18m. Thirty nine posts delivered projects in the European network.
A sample of key achievements of projects run by British Embassies across Europe, in financial year 2020 to 2021, include:
- engaging Nordic-Baltic governments, experts and academia to discuss the importance of nature-based solutions in mitigating and adapting to climate change, and greening transportation and agricultural sectors
- positioning the UK as a leader on an array of values issues, including enhancing Slovak resilience on disinformation, and supporting website development for regional LGBT activist groups in Poland
- delivering on UK objectives on ‘open societies’ by assisting the International Commission on Missing Persons (ICMP), based in the Netherlands, to establish a Panel of Experts and publish the inaugural Global Report on missing persons in March 2021
6. Europe Programme Allocation for FY 2021 to 2022
The non-ODA budget for the Europe strand of the International Programme for financial year 2021 to 2022 is £1.3 million. There is no ODA budget for the Europe International Programme in FY2021 to 2022.
