Modern methods of construction (MMC1)

Overview

In January 2020 the Department for Education (DfE) launched the £3bn DfE offsite framework, also known as the modern methods of construction (MMC1) framework.

This framework is the next step in the evolution of offsite construction of school buildings. It follows the previous DfE modular A, B and C frameworks. The MMC1 framework uses the next generation in standardised school design which builds on earlier component design approaches to offsite construction and incorporates the changes to the standard output specification.

Who can use the framework

Local authorities, dioceses and academy trusts can use the MMC1 framework free of charge.

MMC1 uses a standardised school design approach to offsite construction.

Which lots to use

There are 2 lots.

Lot 1

Lot 1 is intended for larger projects with floor areas exceeding 6000m2 and is mainly for the delivery of offsite-built secondary schools and blocks, as well as primary schools of all sizes.

The lot 1 contractors are:

  • Bowmer & Kirkland Ltd
  • Caledonian Modular Ltd
  • Elliott Group Ltd
  • Laing O’Rourke Construction Ltd
  • Wates Construction Ltd

Lot 2

Lot 2 is used for projects with floor areas from 750m2 to 6000m2. It is intended to be used for offsite-built primary school schemes and secondary blocks.

The lot 2 contractors are:

  • Eco Modular Buildings Ltd
  • Net Zero Buildings Ltd
  • Portakabin Ltd
  • Reds10 UK Ltd
  • Spatial Initiative Ltd

Key performance indicators (KPIs) for contractors and project allocations

Contractors are expected to help achieve social or environmental policy objectives related to:

  • recruitment
  • training
  • supply chain initiatives such as offering apprenticeships and T levels

Contractors are measured against a set of KPIs which are used in the allocation of projects through the MMC1 framework. Better performing contractors gain a greater share of the work via direct allocation, and the mini competition is reserved for more complex projects to drive value.

Allocations are made on a project-by-project basis.
