Children’s social care
Nick McMullen, Senior HMI, children’s social care
Nick is a qualified and registered social worker. Before joining Ofsted, he held a number of senior management positions in local authorities, managing children’s social care services. These included operational management and lead roles in service improvement and quality assurance. After joining Ofsted, he gained several years’ experience as an HMI leading on local authority inspections. Since becoming a Senior HMI he has been the quality assurance manager for a large number of ILACS as well as being operational lead for Joint Targeted Area Inspections. Nick also continues to occasionally act as a team inspector on ILACS.
Rebecca Dubbins, HMI, children’s social care
Rebecca is a qualified and registered social worker. Prior to working for Ofsted, she gained operational and management experience across many areas of social work. Rebecca has significant experience as a senior manager leading the delivery of children’s social work services in a Local Authority. Her key responsibilities were to manage and successfully lead the improvement of services for children and families from the initial point of contact (including out of hours) to those who were in need of support and protection, and those cared for and previously cared for by the local authority.
Rachel Griffiths, HMI, children’s social care
Rachel is a qualified social worker, registered with the Health and Care Professionals Council. She holds a Master’s and a Diploma in Social Work. Rachel has experience of inspecting and leading inspections of local authorities, Cafcass and regulated services, predominantly children’s homes. Before moving to Ofsted, Rachel worked for a number of years across a broad range of children’s services, including reception and assessment, children in need, looked after children, adoption and fostering, and court proceedings, before taking up employment with Cafcass as a family court adviser.
Sophie Wales, HMI, children’s social care
Sophie is a qualified social worker, registered with Social Work England. She holds a professional qualification in Social Work and has a postgraduate qualification in Leadership and Management. Sophie has worked extensively across a wide range children service’s departments including early help, assessment, child in need, child protection, children in care, leaving care and provider services. Sophie has also worked as a Children’s Trust commissioner for health and social care. Before joining Ofsted, Sophie most recently worked as a senior manager in a number of local authority areas.
Further education and skills
Emma Woods, HMI, further education and skills
Emma is a qualified teacher with a degree in English Literature and a Master’s in Business Administration. Before joining Ofsted, she was executive director for curriculum and quality at a very large further education college. Emma has senior leadership experience across various curriculum areas and provision types. She has extensive experience of curriculum management, quality improvement, higher education and student support services. Her subject specialisms are business, leadership and management.
Julie Ashton, Senior HMI, further education and skills
Julie is a qualified teacher, has a law degree, a postgraduate qualification in Education and an MBA. Before joining Ofsted, Julie had a long career within the further education sector as a senior leader in a variety of further education colleges. She began her career by teaching in a school and then a sixth-form college before finding her vocation in the post-16 sector. She has worked with most curriculum teams during her career, including working with teams in prisons and specialist colleges. Her last role was as deputy principal in a large further education college. She is responsible for a team of HMIs based in the East Midlands region.
Nicola Brady, HMI, further education and skills
Nikki is a is a qualified teacher holding a Master’s degree in Education. Prior to joining Ofsted she was employed as executive director for further education quality enhancement at a university. In this role Nikki was responsible for the quality of education across a range of vocational programmes, including 16 to 19 study programmes, apprenticeships and adult learning provision. She has extensive curriculum management and teaching experience within further and higher education, in addition to managerial experience for safeguarding, and English and mathematics. Her subject specialisms are sports science, education and psychology.
Russ Henry, HMI, further education and skills
Before joining Ofsted, Russ held senior management positions in further education colleges, focusing on curriculum quality, teaching and learning, performance management and continuing professional development. He is a qualified teacher with postgraduate qualifications in Computer Science and Management. Russ has extensive experience in leading inspections of further education colleges, sixth-form colleges and independent learning providers. He also leads the further education phase of initial teacher education inspections.
Sarah Houghton, HMI, further education and skills
Sarah is a qualified teacher. She holds a degree in Equine Science and a Postgraduate Certificate in Education. Before working for Ofsted, Sarah gained extensive senior management experience within both a large general further education college and, prior to that, a specialist land-based provider. She was responsible for the management of curriculum teams and quality of education across a wide range of vocational provision including apprenticeships, 14 to 16 vocational provision, 16 to 19 study programmes and higher education.
Saul Pope, HMI, further education and skills
Saul is a qualified teacher with subject specialisms in English for speakers of other languages (ESOL) and functional English. He also has a level 7 Teaching English to Speakers of Other Languages Diploma and a Master’s degree. He has worked as director of quality in a further education college. His responsibilities included quality assurance, self-assessment and teacher development. As well as general further education for adults and young people, Saul has experience of offender learning. As a curriculum lead at Ofsted he has led a variety of project activities, such as on ESOL, artificial intelligence and young offender institutions.
Vicki Locke, HMI, further education and skills
Prior to joining Ofsted, Vicki worked as a deputy principal responsible for curriculum design, quality improvement, learner experience, English and maths, and higher education. Vicki worked in senior management curriculum and quality roles in general further education and, at the same time, served as an Ofsted inspector. She also has extensive teaching and curriculum management experience within land-based education with an equine subject specialism. She is a qualified teacher, holding a certificate of Education in post-16 education and a first-class degree in Education. She also holds professional equestrian coaching qualifications including British Horse Society Instructor accreditation.
Early years and childcare
Jude Simpson, Senior HMI, early years and childcare
Jude is a qualified teacher. Before working for Ofsted, she gained management experience as a senior local authority advisor for early years and primary schools. In this role, she worked closely with individual departments and providers to raise achievement. She has also worked as a regulatory inspector and senior officer for Ofsted.
Sarah Gilpin, Senior HMI, early years and childcare
Sarah Gilpin is a qualified early years practitioner with extensive senior management experience in registration, inspection and enforcement work. Previous responsibilities include leading on quality assurance and delivering national training for early years inspectors. Prior to joining Ofsted Sarah worked for many years in maintained nursery provision.
Maintained schools and academies
Anne Maingay, HMI, maintained schools and academies
Anne is a qualified teacher. Before joining Ofsted she worked at a senior level in secondary schools, most recently as head of school. Anne has worked within primary and secondary schools as an improvement consultant for several multi-academy trusts. As a director of a teaching school, she had a regional responsibility for the Teaching Schools Council initiative on pupil premium reviews. Anne’s particular areas of interest and expertise are supporting pupils with SEND, the management of behaviour and inclusion, the development of teaching and learning, leadership and management, and science.
Caroline Poole, HMI, maintained schools and academies
Caroline is a qualified teacher with more than 30 years’ experience working in the primary sector. She holds the National Professional Qualification for Headship and, before working for Ofsted, she was a headteacher and an executive headteacher with a track record for school improvement. Caroline has expertise in small schools and the teaching of English, religious education and geography. She has a keen interest in outdoor learning.
Chris Davies, HMI, maintained schools and academies
Chris has a Geography degree, a postgraduate qualification in Religious Education, a Master’s in Educational Leadership and Management and the National Professional Qualification for Headship. Before joining Ofsted, Chris gained extensive senior leadership experience, including a long-standing headship and multi-academy trust leadership. He is a qualified teacher with experience of teaching religious education and geography, having worked as teacher, department leader and senior leader in a range of secondary schools in different contexts. He is an experienced inspector across primary, secondary and independent schools, initial teacher education, ECF and NPQ frameworks.
Christine Watkins, HMI, maintained schools and academies
Christine has a background in school leadership, most recently as headteacher of a large primary school. She has also served as a primary school special educational needs coordinator. Christine’s areas of interest and expertise are leadership and management, English, early years, and special educational needs and/or disabilities in the mainstream setting.
Claire Stylianides, HMI, maintained schools and academies
Claire is a qualified teacher and holds the National Professional Qualification for Headship. She has extensive senior leadership and management experience, particularly through her 12 years’ experience as a headteacher of 2 primary schools. Before becoming an HMI, Claire was also an Ofsted inspector for 6 years. Claire has expertise in curriculum development and assessment, computing and early reading.
Damien Turrell, HMI, maintained schools and academies
Damien is a qualified teacher, holds a National Professional Qualification for Headship and the Professional Qualification for School Inspectors. Before joining Ofsted, Damien worked in schools for 27 years, most recently as executive headteacher in an academy trust. Damien also worked as an additional inspector for 6 years and has inspected schools across the age range. He has expertise in leadership and management and in curriculum development.
Dave Gilkerson, HMI, maintained schools and academies
Dave has 15 years of teaching experience in secondary schools and a further 7 years in senior leadership. He has been a head of department, a headteacher and an executive headteacher over a group of 13 schools. He has held teaching and learning leadership roles, and until 2021 he was the senior leader for school improvement for a large group of independent alternative provision schools. He has provided school improvement consultancy nationally, managed in-school alternative provisions and supported the alternative provision quality framework for a local authority. Dave has been involved in initial teacher training, training both primary and secondary trainees. He has expertise in the development of teaching and learning, special educational needs and/or disabilities and the management of behaviour and inclusion. He has extensive experience of inspecting specialist settings, independent schools and leading Area SEND inspections.
David Carter, Senior HMI, maintained schools and academies
David is a qualified teacher. Before working for Ofsted, he held various curriculum and senior management roles in schools, including that of headteacher. He has worked as a local authority adviser and school improvement partner. David has significant experience of working with schools causing concern, as well as brokering and commissioning support to schools. He has expertise in leadership and management, mathematics and the arts.
Deborah Mosley, Senior HMI, maintained schools and academies
Deborah is a qualified teacher. Before joining Ofsted, she was vice-principal at a large city secondary school. She has worked in a number of schools, holding a range of responsibilities including leadership development, the curriculum, initial teacher training and the provision for pupils with special educational needs and/or disabilities. Deborah inspects across all phases and has experience in leading inspections of independent and special schools.
Hazel Henson, HMI, maintained schools and academies
Hazel is a qualified teacher who also holds a Master’s degree in Education by Research and the National Professional Qualification for Headship. Before working for Ofsted, she gained extensive senior management experience as the headteacher of a number of primary schools in rural and urban settings. She has also worked as a consultant for the local authority, the diocesan board of education and the Church of England.
Jayne Ashman, HMI, maintained schools and academies
Jayne has extensive experience of working as a schools HMI. She inspects schools within the primary and secondary phases. Jayne is also an experienced inspector of teacher development. Before her role as an HMI, Jayne worked as a school improvement professional within an academy trust. She has worked at a senior level in local authorities and schools.
John Spragg, HMI, maintained schools and academies
John is a qualified teacher with a secondary school background. Before joining Ofsted, he worked in leadership roles in a number of schools. As an HMI, John inspects primary and secondary schools. John’s subject specialism is mathematics and his areas of expertise include curriculum development and assessment. He has a Master’s in Education.
John Young, Senior HMI, maintained schools and academies
John is an assistant regional director. He has oversight of the operation, management and delivery of the schools and further education and skills remits in both the East Midlands and East of England regions. He manages a team of 10 Senior HMIs. He is a qualified teacher with a Master’s degree in Educational Leadership and Management and has postgraduate Diplomas in Child Development and Educational Psychology. John has huge experience of inspecting primary and secondary schools, local authorities, teacher education providers and pupil referral units. His expertise is in evaluating leadership, teaching, and pupils’ achievement. Before joining Ofsted, John gained leadership experience as the director of a specialist college, assistant headteacher and faculty leader. He was also an inclusion consultant to the Department for Education. John is a member of the Academy Delivery Leadership Group and the deputy chair of the wellbeing of staff and leaders external reference group.
Kirsty Norbury, HMI, maintained schools and academies
Kirsty is a qualified teacher and has achieved the National Professional Qualification for Headship. Before joining Ofsted, she gained substantial experience as a headteacher in 2 primary schools, with her most recent headship at a large, diverse school. Kirsty has supported school improvement in primary schools and has been a governor at an alternative provision. Kirsty’s particular areas of interest and expertise are in supporting pupils who speak English as an additional language, the management of behaviour and inclusion and teaching and learning.
Mark Anderson, HMI, maintained schools and academies
Mark is a qualified teacher with extensive leadership experience in maintained and academy schools. He has significant experience as a headteacher in both small and large schools serving rural and deprived areas. He has worked in multi-academy trusts at director level, as well as serving as a local authority advisor overseeing the performance of schools in 2 districts. He has experience in school improvement and expertise in leadership and management as well as physical education. Mark holds the National Professional Qualification for Headship.
Matthew Fearns-Davies, HMI, maintained schools and academies
Matthew is a qualified teacher and specialist leader in education who has held subject and whole school leadership roles in 3 secondary schools. He has significant experience of leading within initial teacher education consortia as well as holding responsibilities for continuing professional development. Matthew has undertaken national and international school-based research and development projects, making presentations for policy makers, professionals and academics. His publications include school textbooks and articles in academic journals. He has particular expertise in curriculum design and has a Master’s degree in Education.
Paul Halcro, HMI, maintained schools and academies
Paul is a qualified teacher and has taught mathematics in secondary schools. He holds the National Professional Qualification for Headship and has a Master’s degree in Education. He has held subject leader and senior leader positions in a range of schools and academies. He has extensive experience of leadership as a deputy headteacher and as a headteacher, including leading schools in challenging circumstances. He has served as a governor in 2 primary schools and as a trustee for a multi-academy trust.
Rachel Tordoff, Senior HMI, maintained schools and academies
Rachel is a qualified teacher and holds a Master’s in Educational Leadership and Management. Before working for Ofsted, Rachel worked in 3 large 11 to 19 schools in the secondary sector, holding a range of senior leadership posts with responsibilities for sixth form, curriculum, personal development, behaviour and safeguarding. Rachel served as an examination board subject adviser, with expertise in geography. She inspects primary and secondary schools.
Rakesh Patel, HMI, maintained schools and academies
Rakesh is a qualified teacher with experience as a senior leader in a large secondary comprehensive. His responsibilities included raising achievement and curriculum development. He also had the role of specialist leader of education. In this role, he quality assured the provision for initial teacher training and induction of newly qualified teachers for a large training provider. His subject specialism is computing and he leads inspections in both primary and secondary phases.
Roxanne Fearns-Davies, HMI, maintained schools and academies
Roxanne has held a range of secondary school leadership positions. She is a qualified teacher and has extensive experience of leading initial teacher education and early career teacher development. She has worked with primary and secondary schools as a transition coordinator and as a specialist leader of education. Roxanne has expertise in religious education, initial teacher training and has published on educational issues. She has served as a governor in a primary and secondary school. Roxanne has a Master’s in Education.
Shaheen Hussain, HMI, maintained schools and academies
Shaheen is a qualified teacher and, before joining Ofsted, she was an additional inspector for several years. She previously worked as an assistant head in a large primary school. Shaheen’s areas of expertise include early years and special educational needs and/or disabilities in the mainstream setting. She also has expertise in leadership and management and curriculum development.
Shaun Carter, HMI, maintained schools and academies
Shaun is a qualified teacher with a background in primary education. He has held several senior leadership roles as assistant headteacher, deputy headteacher and most recently, as a headteacher. Shaun’s areas of interest and expertise are leadership and management, curriculum development, English and physical education.
Simon Hollingsworth, Senior HMI, maintained schools and academies
Simon is a qualified teacher and holds a National Professional Qualification for Headship. Before working for Ofsted, he gained extensive experience in senior leadership in secondary schools. In his most recent post, Simon was deputy headteacher with responsibility for raising achievement and developing the curriculum in an 11 to 19 school. Simon has expertise in leading inspections of schools, including independent schools.
Vic Wilkinson, HMI, maintained schools and academies
Vic is a qualified teacher, holds a National Professional Qualification for Headship and the Professional Training for School Inspectors. Before joining Ofsted, Vic was an additional inspector. He has worked as an education improvement adviser for a local authority. His responsibilities included quality assurance, advising and supporting schools in strengthening the quality of leadership and management including safeguarding, and in curriculum design. He has expertise in raising the achievement of disadvantaged pupils. Vic has extensive experience as a headteacher in 3 schools serving areas of significant deprivation.

Kristen Judd, Senior HMI, children’s social care
Kristen has over 30 years’ experience in social care including 21 years in inspection and regulation. Kristen has extensive experience inspecting regulated provisions for children and young people, including several years of senior management experience in registration, inspection and enforcement work. Kristen is a registered social worker and has a Master’s in Inspection and Regulation.
Margaret Burke, HMI, children’s social care
Margaret has extensive experience of working within local authority children’s social care and education departments. She has worked as a frontline child protection and family support social worker and manager. Previously, Margaret spent many years leading and managing a range of services at a senior level, including early years and children centres, early intervention/help, children’s assessment services, children in care and specialist children’s services. Margaret is a qualified and registered social worker and has a BA (Hons) in Social Science specialising in social work and an MA in Social Policy and Administration.
Russel Breyer, HMI, children’s social care
Russel is a qualified and registered social worker with a Master’s in Social Work. He has extensive senior management experience across local authority children’s services, with experience in the areas of child in need, child protection, children and young people with disabilities/SEND, and quality assurance. He is also an accredited national assessment and accreditation system (NAAS) practice leader. Before joining Ofsted, Russel was director of a children’s improvement partnership, delivering a DfE partners in practice programme on behalf of a large local authority.
Early years and childcare
Kirsty Mulvaney, Senior HMI, early years and childcare
Kirsty is the assistant regional director for the East of England region. She is a qualified early years practitioner with extensive senior management experience in registration, inspection and enforcement work. Previous responsibilities include leading on child protection and safeguarding arrangements, quality assurance projects and the development of Ofsted’s regulatory work.

Georgina Ager, HMI, further education and skills
Georgina has worked as a vice principal in a large further education college group, where she led several college campuses with a broad range of further education provision. Georgina has expertise in educational strategy and curriculum design across 16 to 18 study programmes, adult provision and apprenticeships. She also has considerable experience of higher technical provision and overseeing higher education within a further education context. Georgina was previously an Ofsted inspector and holds a Master’s in Business Administration.
Jules Steele, Senior HMI, further education and skills
Jules is a qualified teacher and holds an MBA. She has extensive experience in the sector, holding vice principal and senior management posts in general further education colleges. Jules was seconded to the standards unit, and strategically managed the Ofsted contract for post-compulsory inspections for an inspection service provider. Her inspection experience includes all key judgement areas and provision types in colleges, sixth-form colleges, independent training providers and adult learning.
Mark Care, HMI, further education and skills
Mark is a qualified teacher for the further education and skills sector. Before joining Ofsted, Mark held a variety of positions in further education and skills, ranging from lecturer to director. He has teaching experience within the motor vehicle and engineering sectors, is a qualified assessor and verifier, and has managed, taught and assessed work-based learning programmes. Mark has significant experience in the apprenticeships sector and has worked extensively with employers and other stakeholders in the skills sector. He has a Bachelor’s degree in Education (management), as well as trade qualifications in automotive engineering.
Michael Worgs, HMI, further education and skills
Michael has extensive senior leadership experience within the further education sector. His area of subject specialism is science, technology, engineering and mathematics (STEM). He has experience teaching mathematics, ICT and science and has managed a broad range of vocational and academic 16 to 19 study programmes, apprenticeships and adult learning provision. Michael’s particular expertise is in curriculum development and improving the quality of teaching, assessment and curriculum. Michael has a Master’s degree in Education Leadership and a Postgraduate Certificate in Education.
Penny Fawcus, HMI, further education and skills
Penny is a qualified teacher and has taught in the further education sector for many years. Before becoming an HMI, she was an Ofsted inspector and held senior management positions in large general further education colleges. She holds a level 7 qualification in strategic leadership and management and has curriculum expertise in beauty therapy, remedial massage, personal and group fitness training. Penny has extensive experience of curriculum design and management as well quality and organisational management for further and higher education programmes. She has managed a broad range of curriculum and service areas including foundation learning, English and maths, SEND support and tutorial provision.
Maintained schools and academies
Adam Cooke, HMI, maintained schools and academies
Adam is a qualified teacher with extensive experience of senior leadership in a range of maintained secondary schools. He has held the positions of assistant headteacher, deputy headteacher and head of sixth-form. He has also worked as a local authority school improvement adviser. Adam has a Doctorate in Education and has lectured in languages education at 2 British universities. His field of expertise encompasses modern foreign languages, initial teacher education, teacher knowledge construction and post-16 provision.
Al Mistrano, HMI, maintained schools and academies
Al is a qualified teacher and, before working for Ofsted, gained extensive senior leadership experience as director of post-16 education in a large community college, principal of a secondary academy and headteacher of a maintained primary school. Alongside senior leadership, Al also has many years’ experience delivering initial teacher education and carrying out and supporting educational research, including peer review of academic research publications.
Bessie Owen, HMI, maintained schools and academies
Before working for Ofsted, Bessie was in a range of schools in England and abroad. She gained experience as a senior leader and head of school in a secondary comprehensive school where her responsibilities included professional development, quality assurance, teaching and learning and safeguarding. Bessie is a qualified English teacher and has a degree in Classical Studies with English. She also holds a Master’s in English and a National Professional Qualification for Headship. She has expertise in staff development, including that of early career teachers.
Caroline Crozier, HMI, maintained schools and academies
Caroline is a qualified teacher with significant experience in the primary sector. She has served in a number of leadership roles, including as headteacher and has worked as a leading teacher for a local authority. Caroline has led a range of curriculum areas including English, mathematics, modern foreign languages, physical education and personal, social and health education.
Charlie Fordham, HMI, maintained schools and academies
Charlie is a qualified teacher and, before working for Ofsted, gained extensive senior management experience as assistant principal and head of sixth-form in a large comprehensive school. As well as leading on all aspects of 16 to 19 provision, his whole-school responsibilities included staff wellbeing, careers education, information, advice and guidance, behaviour and progression, and working closely with individual departments to raise achievement.
Damian Loneragan, HMI, maintained schools and academies
Damian is a qualified teacher. Before joining Ofsted, Damian was a senior leader in a large secondary school and the strategic lead for a teacher training partnership. Damian holds a Doctorate in Education and his areas of expertise include school leadership, teacher learning and science education.
Dan Lambert, Senior HMI, maintained schools and academies
Dan holds qualified teacher status and was previously a headteacher in the primary sector. Dan has worked in a range of schools and phases and has worked as an independent adviser for pupil premium. He has expertise in computing, geography and mathematics.
Daniel Short, HMI, maintained schools and academies
Daniel is a qualified teacher who has held subject and senior leadership positions in schools. Before joining Ofsted, he worked as the headteacher of a large primary school and completed work with the Standards and Testing Agency. He has a keen interest in curriculum design, safeguarding, initial teacher education and subject expertise in English.
Dave Gibson, HMI, maintained schools and academies
Dave is a qualified teacher with experience in middle and senior leadership in secondary schools and as part of the education improvement team for a large multi academy trust. As well as leading on curriculum and pedagogical development he has delivered National Professional Qualification and early career teacher programmes. He holds an MA in Expert Teaching, and his areas of expertise include mathematics and science.
Hannah Stoten, HMI, maintained schools and academies
Hannah Stoten is the national subject lead for early mathematics. She is a qualified teacher who has held leadership, governance and consulting positions in a range of primary schools and early years settings. She has expertise in the areas of early childhood development, mathematics education, curriculum design and implementation.
Jessie Linsley, HMI, maintained schools and academies
Jessie is a qualified teacher who has taught across the whole primary phase. Before working for Ofsted, she gained extensive senior management experience in a range of large primary schools. Jessie holds the National SENCo award and the National Professional Qualification for Headship. She has expertise in safeguarding, inclusion, curriculum design and mathematics education.
Jonathan Rockey, HMI, maintained schools and academies
Jonathan is a qualified teacher who has held leadership positions across the Eastern region. He holds the National Professional Qualification for Executive Leadership and served as a headteacher in the secondary phase until joining Ofsted. His extensive senior management experience has included curriculum planning and implementation, management information systems and leadership development. He has experience of governance at both strategic and local level, having served on the board of a primary school and interim executive board. His areas of expertise include safeguarding, behaviour and attendance.
Jonathan Wallace, HMI, maintained schools and academies
Jonny is a qualified teacher with extensive experience across a range of schools, including maintained schools in inner city and rural areas as well as schools with a religious character. Before working for Ofsted, he held several leadership roles including headteacher, deputy head, and special educational needs coordinator. Jonny has also worked in initial teacher education supporting trainees as they begin their journeys in the profession. He has a keen interest in curriculum design, initial teacher education and subject expertise in mathematics.
Katie Devenport, HMI, maintained schools and academies

Since joining Ofsted, he has been a team inspector on several inspections of local authority children’s services. Brenda McLaughlin, HMI, children’s social care
Brenda has a Certificate of Qualification in Social Work, a Master’s degree, a Diploma in Leadership and Management, and higher and advanced awards in Social Work. She has extensive operational and strategic experience at a senior level in London Boroughs and county councils. Brenda has particular expertise in child protection services. As Head of Child Protection in a large county council she was the local authority strategic lead working with partner agencies on serious case reviews, child death and domestic homicide panels. Brenda inspects local authority children’s services and Cafcass. She is the child sexual exploitation lead for the London Region.

Christine is a qualified and registered social worker. She has extensive experience in a range of practitioner and senior management positions in local authority children’s services, working in child protection, safeguarding and looked after children’s services. She also has experience working independently, providing assessments in statutory childcare proceedings and as a children’s guardian. Christine has worked and managed a regulatory team for Ofsted and has led and quality assured inspections in various remits. She has worked as a local authority group manager and as head of family support services.
Claire Beckingham, HMI, children’s social care
Claire is a qualified social worker with expertise in quality assurance and experience in a range of local authority settings, including unaccompanied asylum-seeking children. Before joining Ofsted, she was a senior improvement manager in Cafcass. She oversaw national performance analysis and held strategic responsibility for quality assurance development. Claire has worked in partnership with the Foreign and Commonwealth Office in providing safeguarding advice and training to children’s services abroad. She has worked as a social worker, manager, service manager, children’s guardian and trainer.

Dominic is assistant regional director for London and the South East. He has extensive experience in local authority children’s social care services and the third sector. He has a Diploma and an MA in Social Work. He has worked as a frontline senior manager, commissioner and ‘expert witness’. He has experience in a number of different positions, including those concerned with child protection, looker after children, child and adolescent mental health and early intervention. He has sat on a local family justice board and has undertaken the role of adoption agency decision maker. Since joining Ofsted, Dominic has inspected services for children in need of help and protection, looked after children, care leavers as well as undertaking reviews of local safeguarding children boards. In addition, he has inspected the children and family court advisory and support service, children’s centres and undertaken improvement work with local authorities.

Nhlanganiso Nyathi, HMI, children’s social care
Nhlanganiso has worked as an associate professor of social work, with experience at practice, supervisory, managerial and leadership levels in the private and public sector. Nhlanganiso has experience as an independent reviewing officer and in chairing child protection reviews. He is a school governor and has served in the university senate and on faculty strategy groups (equality, diversity and inclusion and interprofessional learning). Claudia is a qualified teacher, holding an Honours degree in Geography and a Postgraduate Certificate in Education. Claudia has extensive experience in leading and managing sixth-form education with expertise in 16 to 19 study programmes, A level curriculum design, careers provision and university guidance. Most recently, she was employed as a vice principal in a 16 to 19 provider where she had responsibility for curriculum, academic progress, assessment, careers guidance and destinations.

Joanna is a former senior manager and a highly experienced teacher of Special Educational Needs and Disabilities (SEND) provisions in the further education and skills sector. She is a qualified teacher holding a post graduate certificate in Special Educational Needs and Disabilities Coordination and is qualified to Master’s level. Before joining Ofsted, she held a leadership position in a large general further education college. Joanna’s specialist areas are SEND, foundation learning, education programmes for young people, additional learner support and safeguarding. Her responsibilities included the development of curriculum and student support, quality improvement and the commissioning processes with local authorities for SEND.

Jon has a Bachelor’s in Philosophy (Education) and has held a range of management positions in local authorities. He has taught in the further education sector. His inspection experience includes inspections of local authority children’s services, safeguarding and looked after children, Connexions, youth services, youth offending teams, the secure juvenile estate, adult and community learning, and children’s centres. Montserrat Pérez-Parent, HMI, further education and skills
Montserrat is a qualified further education teacher and holds a Master’s in Linguistics. Before working for Ofsted, Montserrat gained experience in various curriculum and senior management roles in adult and community learning and, more recently, in offender learning. Her responsibilities included oversight of provision, quality assurance and quality improvement, performance management, contract management and training. She was also an external verifier for a number of awarding bodies and has worked for universities as a lecturer and researcher.

Mark is a qualified teacher and, before working for Ofsted, gained extensive senior leadership experience in a large school in London. His main leadership responsibility was for the sixth-form as well as leading individual departments to raise achievement. Jo is a qualified and registered social worker. Before joining Ofsted, she gained extensive experience as a senior manager and leader in children’s social care. Her responsibilities included leading services for children in care including the establishment of a specialist fostering programme. Stephanie is a qualified primary teacher with an early years specialism. She has extensive experience of working in the early years sector as a nursery manager and children’s centre leader. Stephanie gained considerable experience and expertise in the inspection and regulation of registered early years settings in her previous roles as an early years regulatory inspector and a senior officer. Her current role as Senior HMI Early Years oversees the delivery and quality of the inspection and regulatory work completed by all the early years inspectors in the North East, Yorkshire and Humber region.

Andrea is a qualified teacher in post-16 education. She has a Master’s degree in Business Administration and a Postgraduate Certificate in Quality Improvement. Prior to joining Ofsted, Andrea gained extensive senior leadership experience in a range of general further education colleges where she was responsible for teaching, learning and assessment, curriculum development and quality improvement. Hayley has extensive teaching, management, and leadership experience in both further education colleges and independent learning providers, working with a wide range of learners and apprentices. She also has signficant experience of working with learners with high needs. Hayley’s responsibilities have included management, curriculum development, quality improvement, student experience and wellbeing. She has extensive experience working for awarding bodies and has been chair of governors in both primary and secondary schools. Jacquie Brown, HMI, further education and skills
Jacquie is a qualified teacher and, prior to working for Ofsted, gained significant experience in various curriculum and student support roles as a senior manager in further education colleges. She was also a governor at a pupil referral unit. Her particular expertise is in history and politics, safeguarding, high needs, 14 to 16 provision in further education colleges and provision for learners with barriers to learning, such as challenging behaviour and attendance issues.

Malcolm Fraser, HMI, further education and skills
Malcolm is a qualified teacher in post-16 education and, prior to working for Ofsted, gained extensive experience as a lecturer and middle and senior manager in further education. His specialist subject area is construction. After completing an apprenticeship as a carpenter and joiner, he worked in a variety of roles in the construction industry and is a member of the Chartered Institute of Building. Malcolm leads and acts as a team member on inspections in colleges, Ministry of Defence establishments, independent training providers and community learning and skills providers. He also inspects the education provision in secure children’s homes.

Mark is a qualified and experienced teacher in post-16 education. Mark started his career in the health and social care sector as a qualified social worker. In later years he worked in senior leadership roles in several colleges, including specialist land-based colleges. Philippa Firth, HMI, further education and skills
Before joining Ofsted, Philippa held the post of assistant principal at a large further education college. Georgina is a qualified teacher with leadership experience across Primary, Secondary and Higher education. Before joining Ofsted, Georgina worked in local authority school improvement leading her specialist areas of EAL and ethnic minority achievement. As a senior local authority officer and head of a support service she worked closely with schools on equalities issues and raising achievement for vulnerable groups of pupils. James line manages a team of HMIs. He is a qualified teacher with extensive experience of inspecting maintained schools and academies, including primary schools, secondary schools, special schools, pupil referral units and independent schools. James also inspects initial teacher training providers and local authorities. In his role as senior HMI, James regularly quality assures all types of inspection. James has Master’s degrees in Education Studies and in Informatics.

Jen is a qualified teacher and has extensive senior leadership experience, including over 10 years as a head teacher. Jen worked as a senior adviser before joining Ofsted and has expertise in curriculum development, school improvement and trust improvement strategies.

Jennifer is a qualified teacher. She holds a Master’s degree in Science Education and the National Professional Qualification for Headteachers. Prior to joining Ofsted, Jennifer gained extensive senior leadership experience as a deputy and headteacher in several primary schools. Her early career began as a secondary science teacher. She went on to set up a school’s field study centre for an agricultural college catering for pupils across the age ranges. Jennifer also worked for several local authorities as a consultant, supporting schools in the areas of health and wellbeing, including PSHE and citizenship.

Lee Elliott, Senior HMI, maintained schools and academies
Lee is assistant regional director for the North East, Yorkshire and the Humber region and manages a team of Senior HMIs. He is a qualified teacher and worked as an inspector and headteacher prior to joining Ofsted. He holds the National Professional Qualification for Headship and has held several senior leadership positions in a wide range of schools across the region. Lee has expertise in leading and managing curriculum development and improving pupil outcomes. Lee has extensive experience of designing and implementing school assessment systems and leadership of teaching and learning. Lesley is a qualified teacher with extensive experience in school improvement and support. Before joining Ofsted, she worked for several years in senior leadership for a local authority and as an executive head in a large primary school. As a specialist leader of education, local authority moderator and English hub literacy specialist, she supported school and subject leaders to improve outcomes for all. She was involved in the consultation process for the early reading framework. Lesley is one of Ofsted’s English national subject leads, with expertise in early language and reading.

Before working for Ofsted, he gained extensive senior management experience as headteacher in 2 contrasting primary schools. Marcus has led key areas of school improvement, particularly in curriculum development and in improving pupils’ behaviour and attitudes. He has worked as a school improvement partner and local authority hub lead, developing effective early help structures for families. Marcus was chair of a local authority primary headteacher group.

Prior to joining Ofsted, Matthew was the principal improvement adviser for a local authority with responsibility for school improvement across the 3 to 19 age range. Matthew has been an improvement adviser in nursery, primary and secondary schools, as well as specialist settings. Matthew has been a mentor, and provided training to, trainee and early career teachers as well as experienced leaders. Kathryn Grindrod, HMI, children’s social care
Kathryn is a qualified and registered social worker with Social Work England. Before working for Ofsted, she gained extensive experience as a social worker and manager in local authority children’s services. Kathryn has also managed a Local Safeguarding Children Board and, more recently, held a senior role for an independent fostering agency, where her responsibilities included oversight of quality assurance and safeguarding.
Lisa Summers, HMI, children’s social care
Lisa has a BSc (Hons) in Criminology and a Diploma in Social Work. Before joining Ofsted, Lisa acquired a wide range of experience working as a head of service in local authority settings, specifically within children’s safeguarding and adult safeguarding. Lisa also has experience as a juvenile justice social worker and performance manager. She developed an intensive supervision and surveillance programme pilot and managed the service in collaboration across 5 local authorities. She project managed the development of a multi-agency safeguarding hub. Lisa is a registered social worker.
Lisa Walsh, HMI, children’s social care
Lisa is a registered social worker. She has extensive senior management and leadership experience in a range of roles in local authority children’s services. These include a multi-agency safeguarding hub, the assessment of children in need and child protection, looked after children, care proceedings and permanence. Lisa was the local authority lead for a regional adoption agency.

Lorna is a qualified social worker. Prior to joining Ofsted in 2016, she gained extensive experience in children’s services as a senior manager in several Merseyside and Greater Manchester local authorities.

Michelle is a senior operational manager for the North West region. She is a qualified and registered social worker. Before joining Ofsted, she held a range of management positions within a local authority and the voluntary sector. Sarah Urding is assistant regional director for the North West. She has held a range of positions within the local authority and the voluntary sector. Elaine White, Senior HMI, early years and childcare
Elaine is the early years lead in the North West region. Elaine is a qualified social worker and specialised in children services management and safeguarding work. Elaine also holds a degree in Social Administration, and a Master’s in Public Service Management. Elaine has experience of working in primary schools in West Yorkshire and considerable experience of senior leadership in social work management, as well as early years workforce planning and service delivery in the Midlands. Elaine manages the early years inspection and regulatory inspector teams in the North West.

Alastair Mollon, HMI, further education and skills
Alastair has extensive experience in further education and skills in roles such as assistant principal, manager and teacher. Before working as an HMI, he was an Ofsted inspector. He is qualified to teach in further education and has a Postgraduate Certificate in Management (Education). He has experience of teaching and learning, and quality roles with specific expertise in modern foreign languages, physical education and sport, and leadership and management.
Alison Cameron-Brandwood, HMI, further education and skills
Alison is a qualified teacher and has a BA (Hons) degree in Education and Professional Studies. She has taught in a range of education settings and has held curriculum management and senior management positions in general further education colleges. Prior to joining Ofsted, Alison was assistant principal in a general further education college with a key focus on the academic and vocational curriculum and university provision including initial teacher education. Alison Humphreys, HMI, further education and skills
Alison is a qualified teacher in the FE and schools sector and has a Master’s of Education Leadership and Management. She has specific subject specialisms in business, leadership and management, accounting and teacher education. Before joining Ofsted, Alison gained senior management experience as head of quality, teaching, learning and assessment in the further education sector. As part of this role, she was head of higher education and managed e-learning. Alison has extensive experience in leading and managing quality improvement strategies, including the performance management of teaching, learning and assessment curriculum design and delivery. She has management and senior management experience across adult education, apprenticeships, traineeships, 14 to 19 education and higher education within GFE colleges.
Anita Pyrkotsch-Jones, HMI, further education and skills
Anita is a qualified teacher, has a BA (Hons) in Education and Community studies, an MA in Education Leadership and Management and is currently working towards a Professional Doctorate in Education. She has expertise in health and social care and early years and has experience of leading inspections in the further education and skills sector. Before working for Ofsted, Anita gained management and senior management experience in colleges and independent learning providers. Her responsibilities included oversight of provision, quality assurance and quality improvement, contract management and training. She has worked with government departments and government-funded organisations in improving standards within further education and skills and implementing government policy.
Helen Whelan, HMI, further education and skills
Helen has worked within the post-16 sector for many years, starting as an English teacher and progressing to head of department and quality manager before being appointed as an assistant principal. Helen also worked as a principal moderator and senior examiner for A-level English language and has postgraduate qualifications in improving educational leadership. Before joining Ofsted, Helen worked as an assistant principal for quality and standards at a large college group, which offered diverse provision in further education, initial teacher training, higher education, offender learning and work-based learning. Helen worked within these different contexts to design and implement a range of quality improvement strategies that had a positive impact on staff and learners. Helen inspects a variety of further education and skills providers.
Kim Bleasdale, HMI, further education and skills
Kim is a qualified teacher and has a BA (Hons) and an MA in education. She gained extensive senior leadership experience in an independent learning provider. Kim is experienced in managing the performance of apprenticeships and implementing quality processes and improvement strategies. She has extensive experience within apprenticeship delivery across a wide range of sectors which include leadership and management, business, customer service, childcare, teaching assistant and health and social care. Kim has also managed engineering disciplines such as fabrication and welding, electrical and mechanical.
Paul Cocker, Senior HMI, further education and skills
Paul is a qualified teacher and has an MA in Educational Management. He has taught in a range of further education settings and has held curriculum management and senior management positions in general further education colleges and work-based learning providers. Before joining Ofsted, Paul was the deputy chief executive of a very large training provider delivering a wide range of apprenticeships. He has extensive experience in leading and managing quality improvement strategies, including the performance management of teaching, learning and assessment, curriculum design and change management. Paul has led on national research in the area of apprenticeship funding and policy and has extensive experience in the use of information and learning technologies. He has expertise of leading inspections of regional and national independent learning providers.
Ruth Stammers, Senior HMI, further education and skills
Ruth has extensive senior management experience in large general further education colleges with a specialism in construction. Her responsibilities included development of curriculum for adults, young people and apprenticeship provision, quality assurance, stakeholder engagement and collaboration with the community. She has worked as an external verifier, led on teacher regional improvement projects and as a consultation panel member for the Department for Education’s implementation of T level qualifications.
Suzanne Horner, HMI, further education and skills
Suzanne is a qualified teacher. Before joining Ofsted, she worked in further education and land-based colleges. She has held senior roles with responsibility for quality assurance, implementation of change and management of curriculum provision. Her specialisms include apprenticeships across multiple subject areas such as hospitality, business and higher education in further education.
Suzanne Wainwright, HMI, further education and skills
Suzanne has built extensive experience throughout her career in further education and skills. She is a qualified teacher in post-16 education and training and has an Honours degree in Languages and Business Studies, together with postgraduate qualifications in Education and Training Management, and Law. She has considerable senior management experience in both further education and the private sector, including as vice principal at 2 general further education colleges, responsibility for quality and curriculum, and as senior designated officer for safeguarding. Suzanne led community learning and skills provision in a local authority, successfully established apprenticeship and work-based learning provision in further education colleges and had responsibility for early years nursery provision in 2 colleges.

Zoe is a qualified teacher with experience in schools and further education with subject specialisms in English, psychology and teacher education. Before joining Ofsted, Zoe held senior posts in large further education colleges. Tim Vaughan, HMI, maintained schools and academies
Tim holds qualified teacher status and previously worked in leadership roles in maintained nursery schools, primary schools and children’s centres. He held a senior role for a local authority and worked as an adviser for the Department for Education. He has extensive experience of inspection, investigation and survey work across nursery, infant and primary schools, children’s centres, teacher training and early years. Tim contributes to the training of inspectors. Tim holds a BEd (Hons) and a Master’s in Early Childhood Education with Care. He is qualified at level 7 in investigative practice. Tim qualified as a headteacher and is trained in leadership development. He has advised nationally on this topic and has taught about leadership at postgraduate level.

Amanda previously worked in a local authority as team manager of a large multi-disciplinary statutory social work team. Before moving into statutory social work, she worked in a variety of residential care settings. Amanda has extensive experience of inspection of regulated provision and local authority services for children and young people. She is a qualified social worker and is registered with Social Work England.
Carolyn Adcock, Senior HMI, children’s social care
Carolyn is a registered social worker and has been a practice teacher in social work. She has worked with national social care regulators at a senior level, a national social work body, a local authority and a university. Carolyn has inspected a wide range of social care services across the country and currently quality assures inspections. She also holds an MBA.
Dominic Stevens, Senior HMI, children’s social care
Dominic is assistant regional director for London and the South East. He has extensive experience in local authority children’s social care services and the third sector. He has a Diploma and an MA in Social Work. He has worked as a frontline senior manager, commissioner and ‘expert witness’. He has experience in a number of different positions, including those concerned with child protection, looker after children, child and adolescent mental health and early intervention. He has sat on a local family justice board and has undertaken the role of adoption agency decision maker. Since joining Ofsted, Dominic has inspected services for children in need of help and protection, looked after children, care leavers as well as undertaking reviews of local safeguarding children boards. In addition, he has inspected the children and family court advisory and support service, children’s centres and undertaken improvement work with local authorities.

Tom has worked in a number of local authority settings. He also worked for the children’s workforce development council and at the DfE, where he supported the regional and national roll out of social care and social work programmes. Alison Southard, Senior HMI, early years and childcare
Alison has significant management experience from working in early years settings and from running her own business. She has a proven track record of raising standards and outcomes for children. Alison is a qualified early years professional and has a degree in Children’s Development and Learning. She has also worked as a senior inspection team manager and a senior officer for Ofsted.

Ann Monaghan, HMI, further education and skills
Ann has qualified teacher status and holds a Master’s degree in Education. Before becoming an HMI with Ofsted, Ann was an Ofsted inspector for 10 years with experience of inspecting across a broad range of providers. At the same time, she was the vice principal of a large general further education college with specific responsibility for curriculum and quality across all types of provision from pre-entry to level 7. As part of the college’s executive team, she held particular responsibilities as the senior strategic lead for safeguarding, teacher training provision, English and mathematics. She has experience working in sixth form colleges, further education colleges and higher education provision. Ann’s first degree is in Government and Politics. She has many years’ experience of teaching this subject and other related social sciences. Since becoming an HMI, she has extensive experience of inspecting across the further education and skills remit including all provider types and provision types. She is also an experienced inspector of initial teacher training.
Carolyn Brownsea, HMI, further education and skills
Carolyn has qualified teacher status and holds a BSc in education and training. Before becoming an HMI with Ofsted, Carolyn was an Ofsted inspector for 15 years. She has extensive experience as a senior leader in large further education colleges and national training providers with responsibility for raising standards of teaching, learning and assessment, curriculum design, careers information, advice and guidance and overseeing all aspects of quality assurance and improvement. Carolyn has also managed change in further education. Since joining Ofsted as an HMI, Carolyn has developed considerable experience in inspecting a range of provision types within the further education and skills sector, including further education colleges, sixth form colleges, independent training providers, independent specialist providers and employer providers. In addition, Carolyn inspects in prisons, secure children’s homes, and initial teacher education.
Emma Leavey, HMI, further education and skills
Emma is an experienced teacher in post-16 education. She has experience of working in independent learning providers as well as national and regional adult community learning providers. She gained a wide variety of experience in curriculum and senior leadership including quality assurance and improvement, staff training and contract management. Emma specialises in English, including English for speakers of other languages (ESOL) as well as special educational needs and/or disabilities (SEND) provision. Since joining Ofsted, Emma has developed considerable experience in inspecting a range of provision types within the further education and skills sector including education programmes for young people, apprenticeships, adult learning and provision for learners with high needs. As well as further education and skills, Emma inspects initial teacher education, Ministry of Defence, and local area arrangements for children and young people with special educational needs and/or disabilities.
Jo-Ann Henderson, HMI, further education and skills
Jo-Ann has worked as head of learning and assistant principal in a general further education college. She is a qualified teacher with extensive experience in the further education sector and has a Master’s in Further Education Sector Management. Her expertise is in the management and teaching of health, care and childhood studies. Since joining Ofsted, Jo has developed considerable inspection experience, including colleges, apprenticeships and adult learning programmes. Jo also inspects university technical colleges.
Kate Hill, HMI, further education and skills
Kate is a qualified teacher and holds a Master’s in Education. Before working for Ofsted, she worked as a senior manager in a tertiary college and was responsible for the quality of teaching and learning, mathematics and English, additional learner support, equality and diversity, Prevent, and student experience. Kate’s specialisms include health and social care and early years following a career as a registered nurse in the NHS and private practice. She has been a senior manager in health and social care, initial teacher training and business studies courses.
Mark Hillman, HMI, further education and skills
Mark is a qualified teacher with a specialism in mathematics. Before joining Ofsted as an HMI, Mark was a highly established senior leader, with expertise in curriculum design and development, quality improvement and student experience across a range of provision types. Since joining Ofsted, Mark has developed considerable inspection experience including apprenticeships, adult learning programmes and provision for learners with high needs.
Mike Finn Senior HMI, further education and skills
Mike manages a team of HMI in the South East region. Mike is a qualified and experienced teacher of business and management and has a Master’s degree in Education Leadership. Before working for Ofsted, he gained extensive senior management experience as a director and deputy principal within the sixth-form college sector. His past responsibilities include curriculum and quality leadership, as well as setting up a new provider. Since working with Ofsted, Mike has led a wide range of inspections, across provision types, including colleges, independent specialist colleges, adult and community learning and independent training providers. He has also inspected secondary schools. As a safeguarding expert, Mike has inspected the education aspects of local authority children’s services. Mike recently spent time working in the further education and skills policy team as a curriculum lead.
Peter Cox, Senior HMI, further education and skills
Peter manages a team of HMI in the South East region. He is a qualified and experienced teacher specialising in ancient and modern history and classics. He has also taught across a range of humanities and art subjects. Prior to working for Ofsted, Peter gained significant leadership experience within sixth form college provision as director of learning and quality. His responsibilities included leading and managing a range of curriculum and business support departments as well as quality assurance and improvement. Since working with Ofsted, Peter has led a wide range of inspections, across all provision types, including colleges, independent specialist colleges, adult and community learning and independent training providers. He also inspects initial teacher development, as well as university technical colleges.
Richard Kirkham, HMI, further education and skills
Richard is a qualified teacher. He holds a Business Management degree and level 7 degree in Management. Before joining Ofsted as an HMI, Richard previously worked within the creative, hospitality, and construction sectors. Richard began his education career by teaching qualifications in the construction sector. Richard gained significant experience as a senior manager in large general further education colleges. Richard has extensive experience of leading and managing education programmes across a broad range of curriculum areas. Since joining Ofsted as an HMI, Richard has developed considerable experience across the range of provision types and specialist training providers within the further education and skills sector, including colleges, independent training providers and higher education institutions.
Richard Pemble, HMI, further education and skills
Richard is a qualified further education teacher with experience of teaching students from foundation to higher education level. Richard’s specialism is land-based education and training, in particular animal management and agriculture. Richard has experience of inspecting general further education colleges, land-based colleges, sixth-form colleges, work-based learning providers, community learning, offender learning and residential provision in further education colleges. Before joining Ofsted, Richard was a quality manager in a land-based college and held management positions in a general further education college. Richard has worked internationally, developing quality systems for vocational education for a national awarding body.
Roland White, HMI, further education and skills
Roland is a qualified teacher and holds a Master’s in Education. He has significant experience as both a manager and senior leader in the post-16 sector. In his most recent role as assistant principal of a general further education college, Roland oversaw the quality of teaching and learning, and mathematics and English. Roland has significant experience in the management of safeguarding. His specialisms include business, administration, and management. Roland is an experienced inspector, and has inspected across the further education and skills remit, including colleges, independent specialist colleges and apprenticeship provision.
Sara Woodward, HMI, further education and skills
Sara has held senior leadership positions as assistant and deputy principal in large further education colleges. She is a qualified teacher and holds the National Professional Qualification for Headship. Her specialisms are health and social care, social sciences and government and politics. Sara is experienced in curriculum development, improving the quality of teaching and learning and as a designated safeguarding lead. She also has extensive experience of working with schools, community providers and employers as a 14 to 19-year-old partnership lead and local authority improvement officer. Since joining Ofsted, Sara has developed considerable expertise in inspecting a range of provision types including apprenticeships, adult community learning, high needs and Skills Bootcamps.

Viki is a qualified early years practitioner and assessor. She holds a PGCE and a Master’s degree in Educational Leadership. After a role as head of studies in a college, she led 2 lifelong learning networks, developing multi-institutional frameworks. Jo is a qualified teacher with a background in all through special schools. Having taught pupils with autism, severe learning difficulties, and profound and multiple learning difficulties, Jo has gone on to serve in a range of leadership roles including middle and senior leadership, headship and executive school leadership. In her earlier career she was a teacher in mainstream primary schools as well as a music subject teacher in secondary. Jo has an MA in Education and a particular interest in communication development and SEND.

Julie is a qualified teacher with considerable teaching and leadership experience in primary schools, including headship. Before becoming an HMI, Julie was an Ofsted inspector, with experience of inspecting across a wide range of providers and remits. She has a Master’s in School Management.

Kate is a qualified teacher and, before joining Ofsted, she held a range of senior leadership positions in primary schools, including headship. She has also worked as a leading science teacher and as a local authority moderator. Kate holds the National Professional Qualification for Headship and an Master’s degree in Business Administration (MBA).
Kathryn Moles, Senior HMI, maintained schools and academies
Kathryn is a qualified teacher, with a background in leading science. Before joining Ofsted, Kathryn held senior leadership roles in secondary schools, leading on quality assurance of teaching, learning and assessment. As a specialist leader in education, she led school to school support in primary schools. Kathryn has experience of inspecting primary, secondary, independent and specialist settings, and of inspecting local authority children’s services. During 2 years as a specialist adviser in the schools and early education policy team, Kathryn oversaw induction training for new schools inspectors and contributed to other national programmes of inspector training. She also led on Ofsted’s liaison work with Gypsy, Roma, Traveller, Showmen and Boater communities, and on inspection of careers information, education, advice and guidance in schools.

Lee has held leadership positions in 4 primary schools and was most recently headteacher of a rural primary school and chaired an alliance of rural schools that included primary, secondary and special schools. He was previously commissioned by his local authority to support headteachers and schools in challenging circumstances and facilitated national leadership programmes.

Scott is a qualified teacher with 10 years of senior leadership experience in primary education, including headship during the Covid-19 pandemic. He had a varied career in finance and IT before teaching in a wide range of settings across key stage 1 and 2. As a middle leader, Scott led a range of subjects including science. He is passionate about wellbeing, inclusion, pastoral support and professional development of school staff. Scott also has specific interests in physical education, relationships education, outdoor learning and music to enrich the wider curriculum.

Shazia has extensive senior leadership experience in the South East and as a primary school headteacher in London. Anna Gravelle, HMI, children’s social care
Anna is a qualified social worker with widespread managerial and leadership experience working within local authorities. Her key responsibilities have included child protection, looked after children and care leaver services. She has expertise in multi-agency working, children at risk of sexual exploitation, preventative services and safeguarding disabled children. Anna has an MSc in Social Work, an MSc in Post-Qualifying Social Work, a postgraduate Certificate in Managing Practice Quality in Social Care and a degree in Theology with English Studies. She also has experience of inspecting a range of regulated services for children.
Joy Howick, HMI, children’s social care
Joy is a qualified social worker and, prior to working in Ofsted, she gained extensive senior operational experience within a variety of local authorities. Her key responsibilities included child protection, out of hours service provision and looked after children services. Previous roles included a chairing role within a local safeguarding board. She has particular expertise in quality assurance, health partnership development work and work force development.
Kendra Bell, HMI, children’s social care
Kendra is a qualified social worker, registered with Social Work England. Before joining Ofsted, Kendra gained extensive experience across the remit of children’s social care including child protection, children in care, fostering and adoption. She has held numerous management and senior leadership roles within local authority children’s services. These include children in care, care leavers, fostering, adoption, early help and family support. Kendra holds a Master’s in Applied Social Studies and a level 5 Diploma in Leadership and Management.
Sarah Canto, HMI, children’s social care
Sarah is a qualified and registered social worker. She has extensive experience of working in local authority child protection and looked after children services, including developing and managing a service for parent and child assessed arrangements. Sarah has also worked for a national charity as an improvement and consultancy manager, working strategically and operationally across local authorities and organisations. Sarah has inspected regulated services, including children’s homes, adoption and fostering services and residential family centres, supporting settings to make necessary improvements to safeguard children. She has a Bachelor of Arts Honours degree in Social Policy and Administration and a postgraduate Diploma in Leadership and Management.
Steve Lowe, HMI, children’s social care
Steve is a registered social worker with additional qualifications in project management and practice education. Steve has experience in children’s social care, including the management of child protection, fostering and sexual health services for a large local authority. Prior to joining Ofsted, Steve set up and managed a highly-regarded children’s rights service and was the national development manager for a children’s rights charity. His interests and skills lie in participation, advocacy, the inclusion of children with disabilities and social pedagogy.

Jane Burchall, Senior HMI, early years and childcare
Jane leads on the regulation and inspection of early years provision for the South West region. She is a qualified early years practitioner and has held several leadership and management posts within the sector. She has worked as an early years lecturer in further education settings. She has experience of inspecting a wide range of early years provision including registered early years settings and early years initial teacher education. She regularly quality assures inspections and has been national lead for the training of early years inspectors.

Clifford Shaw, HMI, further education and skills
Cliff is a qualified teacher and experienced senior leader. Before becoming an HMI, he was an Ofsted inspector and a deputy principal in further education colleges. Cliff has a Master’s degree in Fashion and Textiles and a postgraduate Certificate in Art Education. Cliff has also held senior leadership positions in specialist colleges and as a director of a skills action zone. Cliff has worked for the Education Training Foundation supporting the implementation of new qualifications and leadership and governance. Cliff has led and managed all further education curriculum and provision types from entry level to level 6.
Denise Olander, Senior HMI, further education and skills
Denise is a qualified teacher and has a Master’s degree in Leadership and Management. Prior to working for Ofsted, Denise gained senior management experience working in large general further education colleges. Her responsibilities included the management of a wide range of college faculties, provision for learners aged 14 to 16, foundation learning, ESOL, children looked-after, NEET, adult community and subcontractors and college franchises. Denise has particular expertise in leading inspections of general further education, sixth form and independent specialist colleges and offender learning. Denise is a national trainer for further education and skills.
Helen Flint, HMI, further education and skills
Helen is a specialist adviser on FES policy, quality and training at Ofsted. She is a qualified teacher with a Master’s degree in Education. She began her career as a secondary school science teacher before moving into employer-led workplace learning and then management within the further education sector. She has considerable management experience of apprenticeships and quality improvement, and she has taught and managed a range of subject specialisms. Prior to joining Ofsted, Helen was responsible for the quality improvement of teaching, learning and assessment at a general further education college.
Judy Lye-Forster, Senior HMI, further education and skills
Judy holds a Postgraduate Certificate in Education with qualified teacher status and a Master’s degree. She holds a Diploma in Teaching Learners with Specific Learning Difficulties (Dyslexia). Prior to working for Ofsted Judy was a teacher and lecturer, head of faculty and senior post holder in a further education college with responsibility for quality, performance and student experience, including safeguarding. Her specialism is the creative industries. She is highly experienced within the creative industries and continues to be an active practitioner. Judy inspects a variety of further education and skills providers.
Lowenna Bradley, HMI, further education and skills
Lowenna is an experienced teacher who has taught in an extensive range of educational settings and held a variety of curriculum manager and senior leadership roles. Before becoming an HMI, she was an Ofsted inspector and the director of quality at a large tertiary general further education college. Her strategic responsibilities included quality assurance, self-assessment and curriculum development, design and delivery. She also worked closely with individual departments to improve the quality of education. Lowenna has a Master’s degree in Natural Sciences and a Postgraduate Certificate in Education.
Matt Hann, HMI, further education and skills
Matt is an experienced teacher who has taught in a wide range of educational settings. He has held curriculum and senior leadership roles with responsibilities for the strategic development and operational effectiveness of the curriculum for an extensive range of education and training provision. Before joining as a further education and skills HMI, he was a senior leader at a general further education college and held additional roles as an Ofsted inspector, national qualification approvals subject expert, examiner and as a director of a trust overseeing governance. Matt holds a Master’s degree in Education and a PGCE with qualified teacher status.
Nick Crombie, HMI, further education and skills
Nick inspects work-based learning providers, further education colleges, community learning, prison education, ministry of defence training, and local authority provision under the single inspection framework. He has a postgraduate Diploma in Inspection and Evaluation and a degree in Sociology, Economics and Philosophy. He was an international-award winning producer/director/writer of television documentaries and training programmes and latterly chief executive of 3 media and training companies. He has worked at senior management and board levels in higher education and in the voluntary sector. His inspection focus includes leadership, management, quality improvement, the arts and media.
Paul James, HMI, further education and skills
Prior to joining Ofsted, Paul worked in further education, secondary, primary, special school, initial teacher training and higher education settings. Paul held positions as a senior leader in general further education colleges, including a deputy principal. He had specific responsibilities for strategic leadership of the curriculum development, organisational improvement and quality assurance. Paul holds Master’s degrees in Music and Education, and a PGCE in secondary music. He has managed music, performing arts and media curriculum areas as well as sensory music provision for students with learning difficulties.
Sarah Alexander, HMI, further education and skills
Sarah is an experienced teacher who has taught and led a wide range of curriculum areas. Before becoming an HMI, she was an Ofsted inspector and a leader in a large tertiary further education college. Sarah holds a Master’s degree in Business Administration (MBA) and a Postgraduate Certificate in Education. She has substantial experience in leading an extensive range of subject areas. She has significant experience of the finance industry and has been a company director, academy governor and MAT trustee. Sarah worked on the development of T Levels in Accounting and Finance and has extensive experience as an examiner for various awarding bodies.
Steve Battersby, HMI, further education and skills
A former engineering apprentice, Steve is a qualified teacher and has extensive experience of managing in the further education sector. This includes curriculum management and more recently senior management in a very large tertiary college. Steve has managed many cross-college functions and a wide range of curriculum areas including construction, engineering, hairdressing and beauty therapy, hospitality, and health and social care. Formerly an Ofsted inspector, Steve has particular experience in inspecting further education colleges and apprenticeship providers.

Angela is a qualified teacher. Before joining Ofsted, she was an experienced headteacher and executive headteacher within a large multi-academy trust. Ben Jordan, HMI, maintained schools and academies
Before working for Ofsted, Ben gained extensive experience as a teacher, senior leader and as an Ofsted inspector. Janet has extensive experience of working at a senior level in several local authorities. She has worked in most areas of children’s services including child protection and safeguarding, children in care, and the secure estate. Since joining Ofsted, she has inspected under a range of inspection frameworks and across various settings. Janet is a qualified social worker, has a degree in Law and a Diploma in Social Work.
John Roughton, HMI, children’s social care
John has extensive experience as a qualified social worker. Before joining Ofsted in 2016 as a head of service, he was responsible for early help, multi-agency safeguarding hub, children in need, looked after and leaving care services. He has also been an agency decision-maker for fostering and adoption services. John has also acted as the lead officer responsible for inspection and improvement, steering a local authority from being judged to be inadequate to requires improvement. John holds a Certificate of Qualification in Social Work, a postgraduate Diploma in Leadership and Management and is registered with Social Work England.

Tracey Ledder, Senior HMI, children’s social care
Tracey is a registered social worker. She has a BA (Hons) in Social Work, a postgraduate Diploma in Leadership and Management and an MSc in Child Forensic Studies: Psychology and Law. Tracey has over 20 years of local authority experience. Working strategically and operationally her key responsibilities were intake and assessment, child protection and out of hours service provision. She has a particular interest in child abuse investigation and spent several months seconded to a high profile, international, multi-agency exploitation investigation. Tracey inspected regulated services within Ofsted for 7 years before becoming an HMI.

Andrea Dill-Russell, Senior HMI, further education and skills
Andrea is a qualified teacher and before becoming an HMI she served as an Ofsted inspector. She has experience of inspecting general further education colleges, sixth-form colleges, apprenticeship providers, adult and community learning providers, and independent specialist colleges. Andrea gained extensive experience working in large general further education colleges where her responsibilities included the management of cross-college and curriculum teams for safeguarding, careers education, advice and guidance, provision for English, mathematics, English for speakers of other languages (ESOL), foundation learning and provision for learners with high needs. Andrea has a Master’s in Education.
Bev Ramsell, HMI, further education and skills
Bev is a qualified teacher and has a degree in Post-compulsory Education, with a specialism in mentoring at level 7. She has taught in a range of further education colleges. She has held curriculum management and senior management positions in general further education colleges and held a senior lead role in a significant employer provider before joining Ofsted. She has extensive experience in the performance management of apprenticeships, the implementation of quality processes, and improvement strategies. Bev has widespread experience within the development of apprenticeship standards, working with the Institute for Apprentices and ‘trailblazer’ groups.
Helen Morgan, HMI, further education and skills
Helen is a qualified further and higher education teacher who has taught and managed science and animal management for over 15 years in general further education colleges, from foundation to higher education. She holds higher level qualifications in biology, agriculture, leadership and management and learning technology. Helen has substantial experience as a senior leader and particularly with developing T-level provision, higher programmes of study and widening participation initiatives. She started her career working in agriculture and teaching in higher education.
Joel Dalhouse, HMI, further education and skills
Joel is a qualified teacher with expertise in construction and engineering. Before joining Ofsted, he gained extensive experience as a leader in both the further education college and independent training provider environments. Joel has expertise in quality improvement and curriculum development.
Maria Navarro, HMI, further education and skills
Maria has extensive experience in learning and development roles in work-based environments. Her responsibilities included the identification of training needs among senior managers and their development. She is also experienced in senior business administration and holds a Master’s in Global Marketing. She is an experienced lead inspector of both work-based learning, employer training and offender learning. Maria maintains a strong interest in development and has designed numerous improvement seminars as part of the regional contribution to Ofsted’s support and challenge work with providers that require improvement.
Mark Parton, HMI, further education and skills
Mark is a qualified teacher who, before becoming an inspector, taught science and mathematics. He gained extensive experience working in, and has inspected, both large general further education and sixth-form colleges. He has managed and led provision for young people, developed new curriculums and driven quality improvement across a wide range of subject areas. Mark has a degree in Mathematics and Physics, a PhD in Physics and postgraduate qualifications in education.
Martin Ward, HMI, further education and skills
Martin is a qualified teacher and has held the post of principal at 2 sixth-form colleges. He has a degree in Philosophy, Politics and Economics and has a leadership qualification. His previous experience includes curriculum management in business and economics and working as a senior manager in sixth-form colleges with specific responsibility for curriculum and quality. He has worked with leaders in schools and colleges on area-wide improvement, was director of a teaching school alliance and chaired the committee for initial teacher training.

Victor has worked as a full-time teacher in engineering and business management, held a variety of senior leadership roles with independent training providers and in a range of further education colleges. Sally is the early years lead in the West Midlands region. She manages the early years inspection and regulatory inspection teams. Before working for Ofsted, Sally gained leadership and management experience in early years settings, including running her own business. Philippa is a qualified teacher, having worked for 12 years in secondary education, including as an advanced skills teacher and local authority coordinator for educating the most able. Before joining Ofsted, Philippa worked for a national trust and local authority, supporting school improvement. She is an experienced inspector of secondary, primary and special schools. Philippa is also an experienced inspector of non-association independent schools and of initial teacher education. She holds the position of national lead for independent schools within Ofsted and is a member of Ofsted’s independent and unregistered schools team.

Helen is the specialist advisor for residential care. She is a member of the regulation and social policy team and has responsibility for the inspection frameworks and policy work of children’s homes, residential special schools, boarding schools and residential accommodation in further education colleges, residential family centres and residential holiday schemes for disabled children. She is currently a member of the Supported Accommodation project for the registration and inspection of supported accommodation for 16- and 17-year-olds. Helen qualified as a social worker in 1994 and was appointed as a social care HMI in 2009. She has 45 years’ experience of working in many aspects of residential care.

Jansy joined Ofsted at the start of 2013, initially working as an HMI, and was lead inspector for many inspections of local authority children’s services. She then became a Senior HMI and assistant regional director for the North West, taking responsibility for the quality of inspection and regulatory practice in the region. In her current role she oversees the quality of Ofsted’s social care inspection and regulatory activity, while ensuring that social care inspectors are equipped with the knowledge, skills and environment required for them to deliver effectively in their roles. Improving the lives of children through the provision of high-quality support and intervention remains a key driver for Jansy in her approach to her work. Before joining Ofsted, Jansy worked with local authorities, providing interim management and performance improvement. Her areas of interest are statutory child protection services, provision of early help, quality assurance and change management. She has a background in the delivery and management of services to children who are looked after, care leavers and disabled children.
Jeremy Gleaden, Senior HMI, children’s social care
Jeremy is a registered social worker and qualified family mediator. He is Ofsted’s policy lead for local authority children’s services and family justice. He has led the development of new inspection frameworks, including ILACS, the JTAI and the framework for the inspection of Cafcass. Jeremy’s background includes criminal justice inspection, consultancy and work in local authority children’s services as a manager and practitioner
Julie Knight, HMI, children’s social care
Julie is the specialist adviser for SEND in the regulation and social care directorate. Before working for Ofsted, she worked within a statutory local authority setting, holding senior management positions within disabled children’s services and procurement and commissioning for children and family services. She has generic social work training and practice within adult and children’s services and extensive experience of working within duty and assessment for children in need of help and protection. She has particular interest in safeguarding disabled children and young people, commissioning and compliance and equality and human rights. Julie is a qualified social worker, registered with Social Work England and has been subject to an enhanced Disclosure and Barring Service check.
Mandy Nightingale, HMI, children’s social care
Mandy is the specialist adviser for learning and development in the social care and regulation directorate. She is a qualified and registered social worker with Social Work England. She has many years’ experience in local authority statutory children and family social work where she led a variety of social work services. Mandy has always had a particular interest in social work practice and the voice of the child and how these are evidenced to inform decision-making. Prior to coming to Ofsted Mandy successfully led the Principal Child and Family Social Worker (PCFSW) national network. Mandy’s most recent local authority experience was around practice development and how organisations embrace a learning culture. Mandy is the social care and regulation lead for the Ofsted Academy and she is responsible for the induction and continued professional development of all social care inspectors at Ofsted.
Matthew Brazier, HMI, children’s social care
Matthew is the specialist adviser for looked after children. He is a qualified social worker and registered with Social Work England. As part of Ofsted’s social care policy team, he is currently leading Ofsted’s work to regulate and inspect supported accommodation for looked after children and care leavers aged 16 to 17 years. Previously, Matthew led on the development and implementation of the social care common inspection framework. Before joining Ofsted, Matthew gained more than 20 years’ post-qualifying experience as a manager and social worker within local authority children’s services.
Paul d’Inverno, HMI, children’s social care
Paul is the specialist adviser for child protection in the regulation and social care policy team. He is a qualified and registered social worker and has worked in a number of different roles within children’s services, local authorities, the voluntary sector, inspection and regulation. Paul has experience of leading and being a team member on a range of inspections. He was previously the national lead for fostering and adoption and is currently the specialist adviser for child protection. He has a lead role in developing the methodology for JTAIs. Paul has an MBA and postgraduate degrees in Education, and Social Work.
Shaun Common, HMI, children’s social care
Shaun is the social care lead for the secure estate. He is responsible for policy and practice and overseeing the work of the national secure estate team. He represents Ofsted with Government departments and engages with the secure estate sector and stakeholders. He is a qualified and registered social worker, with a first-class Honours degree in Health and Social Care. Prior to working for Ofsted, he gained extensive experience in social care including working in and managing residential services, secure provision, social work, safeguarding, child protection, looked after children and children in need.
Wendy Ghaffar, HMI, children’s social care
Wendy is the specialist adviser for cross-remit safeguarding. She is a qualified and registered social worker with a Master’s in Child Protection and over 30 years of experience in the field of child protection. She works as a Specialist Adviser in the social care policy team. Wendy has worked for local authorities, a national voluntary childcare organisation, the nationwide children’s research centre and in social work education. She worked as an HMI for 5 years before taking up her current post. Wendy has a lead role in developing the methodology for JTAIs and authoring thematic reports. Themes she has covered include child sexual exploitation, child criminal exploitation, the neglect of older children, multi-agency responses to children’s mental health and serious youth violence. She took a lead role in the Ofsted review of sexual abuse in schools and colleges. Wendy provides cross-remit advice, guidance and training to the schools, further education and skills, early years and social care remits within Ofsted.
