Framework documents set out the accountabilities and relationships of arm’s length-bodies with their sponsor departments. This framework sets out roles, responsibilities and an agreed operational framework.

The framework covers Ofwat’s functions in relation to the regulation of the water and sewerage sectors in England.

This framework has been drawn up by the Defra in consultation with the Ofwat.
