This report sets out options for a standard that could define what is meant by 'low carbon' hydrogen. It has informed the UK low carbon hydrogen standard consultation.

The report looks at how other organisations, authorities or countries have addressed standards or labelling for low carbon hydrogen, and where we can learn lessons from these experiences. It includes the challenges to implementing a new standard and areas where approaches are aligned, then goes on to examine:

  • how greenhouse gas emissions associated with hydrogen could be assessed, using life cycle emissions across different production routes
  • an illustrative threshold under which hydrogen could be considered ‘low carbon’
  • potential options for a UK low carbon hydrogen standard
  • considerations for delivery and administration

The work has informed the contents of the Consultation on a UK Low Carbon Hydrogen Standard; we recommend reading this report alongside the consultation.
