In March 2021, the Secretary of State for Transport commissioned the Office of Rail and Road (ORR) to independently review the data concerning the safety of all lane running (ALR) motorways to provide further analytical assurance and ensure that the conclusions arrived at in the Smart motorway evidence stocktake and action plan published in March 2020 were robust.

The ORR Quality Assurance of All Lane Running Motorway data report was published in September 2021.
