Pall Mall Process on proliferation and irresponsible use of commercial cyber intrusion capabilities: UK and France joint communiqué

This communiqué follows the conference, hosted by the UK and France, that launched an international process on addressing issues around commercial cyber intrusion.

Details

On 6 and 7 February 2024, the UK and France convened a multi-stakeholder conference, at Lancaster House in London. Conference attendees discussed growing concerns around the proliferation and irresponsible use of commercial cyber intrusion capabilities, including spyware.

Building from the 2023 Paris Peace Forum the conference launched the Pall Mall Process. The Process is a new international multi-stakeholder initiative to explore policy options and new practices to address this shared threat. This supports our joint commitments to uphold a free, open, peaceful, stable, secure, resilient and accessible cyberspace.
