The purpose of this study is to:

  • analyse the recent evolution of patent backlogs
  • identify respective trends and drivers
  • assess the impact that patent backlogs may have on the patent system, incentives to innovate and the economy

Further, given that patent examination and grant is performed at the national level, such that an applicant must apply for protection separately in different jurisdictions, we consider also the possible impact of a system of mutual recognition of patents.
