The People of Significant Control (PSC) register is a register of beneficial owners of UK companies. It was launched in 2016 following the introduction through the Small Business, Enterprise and Employment Act 2015 which amended the Companies Act 2006.

The information on the register is publicly accessible, free of charge. The objective of the register is to enhance corporate transparency and, thereby, to facilitate economic growth and help tackle misuse of companies.

This research explores the costs, benefits, and overall effectiveness of the PSC register in promoting corporate transparency. It was commissioned to inform a post-implementation review (PIR) of the PSC regulations which will be published shortly.
