Summary of business appointments applications - Andrew Percy

Andrew Percy left his position as Parliamentary Under-Secretary of State at the Department for Communities and Local Government (DCLG) in June 2017.
1. Advisory Board Member, GEX Management
Mr Percy sought the Committee’s advice about taking up an appointment as an Advisory Board Member at GEX Management, a corporate support company that provides human resource and consulting services.
Mr Percy explained that the role would involve no more than 4 hours per month and is likely to be paid. He would have no contact with Government in this role.
His former Department, DCLG, raised no concerns about the appointment.
The Committee concluded that this role could not reasonably be seen as a reward related to Mr Percy’s time in office given he had no official dealings with GEX Management and made no decisions that affected the company.
As Mr Percy had explained that GEX Management operates wholly within the United States and has no dealings with the UK Government at any level, the Committee considered there was little risk of him affording GEX Management an unfair advantage, bearing in mind the restrictions below. In addition, the Committee noted the separate rules that are in place relating to his activities in Parliament.
The Committee advised Mr Percy that, in accordance with the Government’s Business Appointment Rules, this appointment be subject to the following conditions:
- he should not draw on any privileged information available to him as a Minister;
- for two years from his last day in Ministerial office, he should not become personally involved in lobbying the UK Government on behalf of GEX Management or its clients.
The Committee wrote to Mr Percy in August 2017 and he took up the appointment in September 2017.
