Ministers committed to publishing initial draft regulations for Personal Independence Payment (PIP) assessment criteria and the required period conditions to inform discussion at Commons Committee stage of the Welfare Reform Bill. To provide context to our early development work and the draft assessment regulations, we also published an explanatory technical note alongside the draft regulations in May 2011. This outlined our plans for refinement and testing of the initial draft criteria.
We sought views on our initial proposals for the draft assessment criteria between 9 May and 31 August 2011. We considered the feedback we received on how well the initial proposals worked and if they could be improved, alongside the findings from the summer testing. Changes made to the criteria as a result of refinement and testing were reflected in a second draft of the assessment criteria and regulations, which we published on 14 November 2011.
