This publication is aimed at local council leaders, planners, local strategic partnership co-ordinators and elected members. It is a short practical guide focused on the strategic leadership role of local authorities working through local strategic partnership and the planning system to shape good places and deliver quality services.

The Planning Advisory Service has worked alongside the preparation of this guide to develop a web-based case study library.
