Details

The Plastic Packaging Tax (PPT) was introduced on 1 April 2022 to provide a clear economic incentive to use recycled plastic in the manufacture of plastic packaging, which will create greater demand for this material. In turn this will stimulate increased levels of recycling and collection of plastic waste, diverting it away from landfill or incineration.

The government announced it would evaluate PPT to assess the impacts, customer experience and interaction with wider government policy. This plan outlines the framework for the evaluation.

The evaluation of PPT will be taken forward by HMRC, with input where needed from HM Treasury. This builds upon the government’s commitment to increase transparency and accountability.

The findings from this evaluation will ensure we learn key lessons to inform future policy making both in relation to PPT and wider policy measures.
