This research was commissioned by the independent children’s social care review.

It uses longitudinal education outcomes (LEO) data to analyse over 620,000 individuals who took their GCSEs in 2010 to 2011. The analysis compares the outcomes of all individuals to those who were:

  • on child in need and other plans
  • on child protection plans
  • in care (children looked after)
