Local authorities borrow and invest in capital under the capital framework, which sets out the statutory boundaries for this activity; it comprises guidance and underlying legislation.

In 2018, we made changes to our capital investment guidance to ensure the framework remained robust and relevant to councils. These changes were intended to improve behaviours over risk and transparency, rather than produce quantifiable changes to borrowing or investment.

In 2019, a post implementation review of the changes was undertaken. The review was designed as an impact evaluation looking at technical aspects of the capital framework.
