This Post Implementation Review assesses the effectiveness of Part 3 of the Greenhouse Gas Emissions Trading Scheme (Amendment) and National Emissions Inventory Regulations 2005 (S.I. 2005/2903), and in doing so considers the impact of actions taken to transpose those parts of the EU ETS Directive that relate to the Kyoto Protocol’s project mechanisms. The review covers:

  • The extent to which the Part 3 is achieving its objectives;
  • The impacts and costs that have resulted;
  • Whether there have been unintended consequences.
