Schools revenue funding operational guide: 2023 to 2024

Local authorities and schools forum should use this guidance to plan the local implementation of the funding system for the 2023 to 2024 financial year.

The notional SEN budget: operational guidance

This guidance is to help local authorities comply with the requirement to give their local mainstream schools an indicative amount of funding towards the costs of provision for pupils with special educational needs.

Disapplication proforma 2023 to 2024

We have updated the schools block disapplication proforma as of July 2022, and this will now be located within the same document as requests for high needs, general and early years disapplications.

We have also included further details on the requirement of the Public Sector Equality Duty (PSED).

Please refer to the movement between blocks section for further information on block transfer requests, including details of supporting evidence we would expect to be submitted alongside a completed proforma.

Allowable factor value ranges 2023 to 2024

We have published a spreadsheet which shows the allowable factor value ranges for each local authority in 2023 to 2024, as we transition to a direct national funding formula (NFF).

  1. We have added guidance on growth and falling rolls funding, referring to the Pre-16 schools funding: local authority guidance for 2020 to 2021

Schools operational guide: 2023 to 2024 : Links and regulation numbers have been updated throughout the guide to now direct users to The School and Early Years Finance (England) Regulations 2023. Section 10: Low prior attainment (LPA) - we have removed the sentence 'This is included under schedule 3, paragraph 4 of the schools funding regulations' as this information did not link to a particular regulation. Section 38.1: Additional funding. We have added the link to the mainstream schools additional grant (MSAG) GOV.UK page and updated this section to advise when school level allocations will be published in 2023.

  3. We have updated the Disapplication proforma 2023 to 2024 - within the 'General and high needs request' tab we have added 'Additional high needs funding variation' to the drop-down list of types of request.

  4. We have undertaken a December 2022 update to the schools operational guide: 2023 to 2024 to reflect current policy and to finalise funding arrangements in 2023 to 2024.
