Policy and guidance for staff on how HMPPS deliver its responsibility to implement controls and restrictions to protect the public during the custodial term of a prisoner’s sentence and through to release into the community.

Details

The Prison Public Protection Policy Framework outlines the requirements on prison staff to manage specific public protection concerns whilst someone is in prison by:

  • setting out the mandatory actions for prisons when it comes to implementing public protection controls and restrictions
  • providing a detailed guidance section for operational staff and frontline managers delivering these actions
  • signposting the reader to other relevant policy and guidance documents

The Prison Public Protection Policy Framework replaces the Public Protection Manual PSI 18/2016. There will be a 6-month implementation period from the date of publication, the Public Protection Manual PSI 18/2016 is still available until May 2025 when it will be discontinued.

This Policy Framework applies to HMPPS staff, public sector prisons, the Youth Custody Service (YCS) and privately-managed prisons; including,

  • all permanent and temporary employees and contractors
  • the Probation Service, particularly staff who are completing assessments on prisoners who should have an awareness of public protection controls and restrictions in prisons.

This policy will be reviewed annually.
