This Policy Framework sets out the requirements and guidance for all prison and probation staff involved in the progressive transfers of indeterminate sentence prisoners.

This Policy Framework:

  • defines what is considered to be a ‘progressive transfer’
  • provides staff with best practice guidance across a range of prisoner cohorts and adjacent HMPPS processes
  • outlines the consideration process for a progressive transfer
  • provides staff with a route to escalate cases within the management chain where a progressive transfer decision cannot be reached

This Policy Framework supports the ‘Policy Workstream’ of the HMPPS Imprisonment for Public Protection (IPP) Action Plan.
