Single Source Regulations Office

The Single Source Regulations Office (SSRO) is an important Executive Non-Departmental Public Body reporting directly to the Secretary of State for Defence under the terms of the Defence Reform Act 2014 which received Royal Assent in May 2014. The SSRO’s role is to be an independent regulator on MOD’s single source procurement and the custodian of the single source procurement framework, those contracts which are placed with defence suppliers without the usual competitive process. Its mission is to maintain a single source procurement framework that assures value for money for the UK taxpayer and allows a fair and reasonable price for single source suppliers.
It is responsible for:
- regulating single source procurement in the UK defence industry
- providing independent, evidence-based guidance and mediation on MOD single source procurement to the Prime Minister and Secretary of State for Defence
- considering other specific procurement related issues as and when required
All appointments are remunerated at £500 per day, plus reasonable travel and subsistence expenses.
All appointments and re-appointments have been made in accordance with the Governance Code on Public Appointments.
2024
April
The Minister of State for Defence Procurement has approved the extension of Peter Freeman’s term as Non-Executive Board Member for the Single Source Regulations Office (SSRO) from 6 September 2024 until 5 September 2025.
2023
June
The Minister of State for Defence Procurement has appointed Roy Barker to the Single Source Regulations Office (SSRO). This appointment will be for four years, commencing on 1 June 2023 and ending on the 31 May 2027.
2022
May
The Minister of Defence and Procurement has approved the extension of David Johnston as non-executive board member of the Single Source Regulations Office (SSRO) from 1 June 2022 until 31 May 2023.
2021
May
The Minister of State for Defence Procurement has appointed the following two new members to the Single Source Regulations Office (SSRO). This appointment will be for four years, commencing on the 1st June 2021 and ending on the 31st May 2025.

Mr Peter Freeman has been reappointed as a Member of the Single Source Regulations Office board for a three year term commencing 6 September 2021 and ending 5 September 2024.

May
The Minster for Defence Procurement has delegated authority for making SSRO appointments and has, this month, extended the appointment of the SSRO Chair, for a further 2 years with the term of office now ending on 02 January 2022.

The Minster for Defence Procurement has delegated authority for making SSRO appointment’s and has, this month, re-appointed David Johnston for a further 3 year term ending on 31 May 2022.

Peter Freeman was appointed on 6 September 2017 for a period of 3 years from 6 September 2017 to 5 September 2020.
Mary Davies was appointed on 6 September 2017 for a period of 3 years from 6 September 2017 to 5 September 2020.

Marta Phillips was re-appointed for a further period of 3 years from 29 September 2017 to 28 September 2020.

The Secretary of State for Defence has announced the appointment of Mr George Jenkins as Chair to the SSRO from 3 January 2017 for an initial term of 3 years ending on 2 January 2020. This is a remunerated at £71,000 per annum.

The Secretary of State for Defence has announced the appointment of Mr David Johnston as a Non-Executive Member to the SSRO as from 1 June 2016 for an initial term of 3 years ending on 31 May 2019.
