The Independent Monitoring Board for the Military Corrective Training Centre (IMBMCTC)

Independent Monitoring Board for the Military Corrective Training Centre (IMBMCTC) The Military Corrective Training Centre (MCTC), Colchester provides detention facilities for men and women of the Royal Navy, Royal Marines, Army, Royal Air Force and Civilians subject to service law. The majority of those detained return to their military duties on release. A smaller number are sentenced to be dismissed from the services after detention and are taught skills that will prepare them for civilian life. The Independent Monitoring Board (IMB) is charged, under the provision of the of the Service Custody and Service of Relevant Sentences Rules 2009 (SCSRSR 09, with inspecting MCTC on at least two occasions per year and inquiring into any matters directed by Secretary of State or into any alleged abuses or shortcomings which may come to their notice. On inspection, the Board must satisfy itself as to the state of the premises, the administration of the establishment and the treatment of members of the Armed Forces who are under sentence.

All appointments are voluntary but reasonable travel and subsistence will be paid.

All appointments and re-appointments have been made in accordance with the Governance Code on Public Appointments.

2024

October 2024

Four new members have been appointed to the Independent Monitoring Board for the Military Corrective Training Centre (IMB MCTC). Claire Beacham, James Bond, Rick Tyson, and Tom Ketteley’s appointments came into effect on 15 April 2024 until 15 April 2029.

2023

August 2023

The Minister for Defence People, Veterans and Service Families has reappointed three members to the Independent Monitoring Board for the Military Corrective Training Centre (MCTC). Sheona Brookes and Colin Daines have been reappointed for a third five-year term commencing 1 July 2023 and ending 30 June 2028. Peter Rowbottom has been reappointed for a second five-year term commencing 18 April 2023 and ending 17 April 2028.

May 2023

The Secretary of State for Defence has approved the appointment of five new members to the MCTC IMB with effect from 30 November 2022. The appointments are for a period of 5 years ending on 29 November 2027.

The new members are:

2022

The Secretary of State for Defence appointed Clare Dillon as an interim member of the Independent Monitoring Board (IMB) for the Military Corrective Training Centre (MCTC) with effect from 1st May 2022 to 30 April 2023, or until permanent board members are appointed and able to start following an open and fair competition.

The independent and external assurance that the MCTC IMB provides of the MCTC and the welfare of its detainees is of the utmost importance. As such, additional support is provided to the MCTC IMB under section 3.3 of the Governance Code on Public Appointments while permanent board members are recruited, to ensure that the MCTC IMB can continue to meet its legislative requirements.

2020

February 2020

The Secretary of State for Defence has approved the appointment of six new members to the IMBMCTC with effect from 29th February 2020. All appointments are subject to a period of training and development as determined by the Chair to IMBMCTC as well as successful completion of DBS Enhanced checks and SC security clearance. The appointments are for a period of 5 years ending on 27 February 2025 subject to the above requirements.

The new members are:

2018

April

Linda Maytum-Wilson and Peter Rowbottom were appointed by the minister on 18 April 2018 and will take up post for an initial term of 5 years beginning on 18 April 2018 and ending the 18 April 2023.

2017

February

David Stockwell was re-appointed further 5 year term, with effect from 1 April 2017 until 31 March 2022.

2016

March

The following members have been re-appointed by the Minister of State for Defence Personnel and Veterans, for a further period of 5 years ending on 31 March 2021.

Mr Graham Cross was re-appointed by Minister (DPV) until 28th June 2020. Mr Cross is currently the elected Chair to IMBMCTC.

Min (DPWV) has announced the appointment of the following 6 new members to the IMB.

New members of the IMB will take up appointment for an initial term of 5 years from 1 February 2015 following successful completion of a Criminal Records Bureau check.
