The Public Lending Right scheme was established in the UK by the Public Lending Right Act 1979, as an intellectual property right entirely separate from copyright. This scheme gives eligible authors whose books are held in public lending libraries a right to receive monetary payment out of a central government fund. The level of payment is calculated by reference to the number of occasions on which their books are borrowed from a representative sample of public libraries.

This paper was laid before Parliament in response to a legislative requirement or as a Return to an Address and was ordered to be printed by the House of Commons.
