Details

This evaluation of the Public Sector Energy Efficiency Loan Scheme (PSEELS) since 2013 includes a process, impact and economic assessment. The scheme received a £255.3 million funding uplift in 2015 on the condition that such an evaluation was conducted.

Findings from the interim and synthesis reports cover:

  • participation
  • effectiveness of scheme design and delivery
  • scheme outcomes, contribution and cost effectiveness
  • wider lessons

PSEELS interim evaluation report (published 2018)

The interim report from the first phase of the evaluation covers:

  • descriptive statistics of scheme participants
  • interviews with key stakeholders
  • early impact findings

PSEELS synthesis evaluation report (published 2025)

The synthesis report summarises findings from the process, impact and economic evaluation workstreams drawn from:

  • scheme data
  • qualitative and quantitative research with scheme participants and non-participants
  • a cost effectiveness assessment
