This document sets out the guidance that the PCA will follow when considering whether to carry out an investigation. It also covers the approach they will take on penalties and enforcement. It includes:

  • criteria for deciding whether to carry out investigations
  • practices and procedures for carrying out investigations
  • criteria for choosing whether to use enforcement powers, and which ones
  • criteria for deciding the amount of any financial penalty
