The Focus on Enforcement project asks the public to help identify where regulation can be improved, reduced or done differently.

This paper summarises the initial findings of the Focus on Enforcement review of the pubs sector. The aim of the report is not to make specific recommendations for reform but to identify the consequences of current enforcement practice.

This review involved discussions with a range of stakeholders including:

• regulators
• licensees
• pub owners
• lawyers
