The complaint is from a non-governmental organisation (NGO) stating that the Eurasian Natural Resources Corporation (ENRC) a UK company, did not comply with the Organisation for Economic Co-operation and Development (OECD) guidelines.

The UK based NGO is the Rights and Accountability In Development (RAID).
