Provides instructions and guidance as to how direct awards will be negotiated and awarded with current operators.

On 26 March 2013 we published a prior information notice setting out the schedule for rail franchise competitions until 2021. In delivering this programme it is necessary to negotiate a series of direct awards with current operators. This guidance builds on the franchise competition process guide, published on 25 June 2013, which detailed how a franchise competition will be run.
