Letter response to the Law Commission regarding their rail legislative framework review for level crossings (PDF, 2.5MB). The letter, from 25 May 2018, states why the suggested legislative changes will not be taken forward.

The legislative framework, which included both mainline and heritage railways, was requested by Department for Transport and Office of Rail and Road in 2008 and published in September 2013.
