This research was carried out when OPSS was within the Department for Business, Energy and Industrial Strategy.

This scoping study was commissioned by the Office for Product Safety and Standards from WRAP. It identifies and evaluates the risks arising from the use of recycled materials in specific consumer products. It considers the evidence for these risks and how they might be reduced, and what further actions might be needed to overcome the issues identified. It establishes how informed selected businesses are of the regulations, the chemical thresholds for the use of recycled materials, and sources of support and guidance, and potential resulting impacts on the decision to use or not use recycled materials. It involved a literature review, analysis of the EU Safety Gate portal, and engagement with industry stakeholders through an internet survey, in-depth telephone interviews, and a workshop.
